The Resident Civil Engineer (RCE) will be responsible for overseeing the civil works on site and will be the main point of contact between GE and the Civil works sub-contractor. The RCE reporting to the Region Construction Leader will liaise with the Project Civil Engineer, based at head office, to ensure the design is complied with and resolve any design or Temporary Works issues which may arise during the works. The main duties will be to oversee the execution of the Civil works on site, to ensure the works are carried out: o In a safe manner o In accordance with the approved design o In accordance with appropriate specifications and standards o To schedule o To budget Job Description Main tasks are the following: - Controlling Quality of Civil works - Carry out daily inspections of the works. - Carry out weekly site inspections with the civil works sub-contractor - Ensure the quality and inspection plan is implemented and complied with - Inspection of the works at designated hold points - Conduct periodic audits of the civil sub-contractor to ensure they are working to the correct revision of the drawings/specification. - Raise NCR's where required and ensure agreed corrective action is implemented. - Discharge the role of Temporary Works Co-Ordinator and ensure all TW processes are followed in line with BS 5975:2019 and company policy with support and guidance of the Company Designated Individual. - To ensure where reasonably practicable the compliance of the Civil Sub-Contract, and adherence to the agreed design and relevant specifications and to inform Head Office immediately of any deviation, to recommend appropriate actions, obtain approval and to monitor that the agreed actions are carried out - Liaise with the customers Civil Engineer/Quality Engineer to ensure they have access to inspect the works when required. - Collecting, preparing and issuing necessary reports, data, results or other documentation requested by the Customer. - Ensure that any planning conditions are complied with. - Ensure the building regulations are adhered to and liaise with the building inspector to ensure they are given access to the works at the appropriate stages. - Advise the Project Civil Engineer of any design issues and agree any changes. - Prepare snagging list and issue to the civil works subcontractor and GE Project team. - Monitor and review progress of the snagging items and ensure they are closed out in a timely manner and to an acceptable standard. - On a weekly basis carry out an audit of the civil contractors working drawings to ensure that the correct revision is being worked to. In the event of the correct revision not being used then an NCR is to be issued. - Setup, Control & Coordinate hand-over of completed civil works to installation team. - Controlling Civil Works Costs The RCE will assist the site manager, PM, QS and contracts Manager by : - Advising on any potential variations - Reviewing any variations / claims - All site instructions to the Civil Works subcontractor will be issued by the GE RCE. All instructions with a cost or schedule implication shall be approved by the Site Manager prior to issuing to the sub-contractor Site Management, Health & safety - Assist the Site Manager as and when required. - Assist the Health & Safety manager as and when required. - Review all RAMS from the Civil sub-contractor in conjunction with the Health & Safety Manager - Ensure the Civil Sub-contractor carries out the works in a safe manner and in accordance with GE Health & Safety policy and procedures. - Attend Monthly site meetings. - Attend design reviews. - Maintain a daily site diary recording progress of works, staffing/subcontractors on site, schedule etc. - Prepare a weekly report of the status/progress of the civil works, highlighting any issues. To be circulated to the project team. - Maintain a photographic record of the works. - Schedule - Monitor the civil subcontractors progress to ensure compliance with the schedule. - Monitor the civil subcontractors' resources to ensure the schedule can be met. - Report any schedule / resource issues to the Site Manager. - Environmental - Ensure the civil works sub-contractor carries out the works in accordance with GE Environmental procedures and all appropriate legislation. Project Documentation - Review the sub-contractors as built mark-up's and when approved forward to the project Civil Engineer. - Review updated drawings against the as built 'mark-ups' to ensure any changes have been updated correctly - Prepare, receive and examine, on completion of the Sub-Contract works, copies of site commissioning results records, drawings and/or operating instructions prepared by the Civil Design Engineer and/or Civil Sub-Contractor and deliver the same to the Head Office. Commissioning and as built documents should be agreed with the Customer's Civil Site Engineer for verification purposes. Health and Safety - Demonstrate EHS leadership and ensure STOP WORK POLICY is implemented in all activities - Ensures application of GE GRID EHS Policy and procedures in all site activities. - Communicates regularly on policy & process to subcontractors. - Participates in EHS Gemba walks. - Identifies and evaluate EHS risks and implements practical measures. - Sets an example by demonstrating the proper acts and actively observing work conditions and behaviors, report any deviation and highlight achievements or safe behaviors. - Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed. Core Skills / Qualifications - An appropriate qualification in Civil Engineering, degree level with demonstrated years of industry experience. - Previous experience in the construction of key elements of the project including Civil Works. - An appropriate and industry recognized Temporary Works Coordinator qualification. - Great interpersonal skills & ability to working in extensive teams under challenging situation. - Knowledge of Construction Design Management (CDM) regulations/industry best practices Desired Experience - Appropriate health and safety experience, training and qualifications in line with international standards for roles of this nature. - Willing to learn & develop outside original field of training. - Building services & auxiliaries. - Be knowledgeable on local standards and 'best practice' in relation to construction. - Be knowledgeable in the practices & controls related to environment legislation in relation to construction works. - This is a site based position which will require extended posting on project sites across the UK / North Europe region. - Ability to communicate effectively, and to accurately and concisely report both verbally and in writing. Proficiency in ENGLISH mandatory. Additional language proficiency in other European languages will be an advantage. - IT proficiency including collaborative platforms & tools used in construction.
