The role of the Human Element Specialist is to help develop and promote continual improvement in maritime safety through regulatory and non-regulatory measures in support of MCA's HE policy and strategy. The principal focus is on improving maritime safety performance by developing human performance capability and understanding across the maritime industry.

Your responsibilities include but are not limited to:
+ Development of human element knowledge by identifying and overseeing research on human element issues, participating in project and contract management, acting as a focal point for communication with human element specialists in other organisations and industries and investigating new areas for potential MCA human element activity.
+ Engagement with stakeholders, including providing Secretariat function for, and participating in the Human Element Advisory Group (HEAG).
+ Supporting UK human element activity at the International Maritime Organization (IMO) and other bodies.
+ Participating in collaborative projects e.g. with overseas administrations, other Government Departments, shipping companies, human element consortia etc.
+ Development of regulations by supporting the development, revision and implementation of UK and international legislation as they apply to seafarer safety and the human element.
+ Maintaining continuous professional development and ensure that professional knowledge is up to date.

MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager.
This role will require some UK and European/International travel, including trips of one or more overnight duration possible (not generally a significant part of the role).
A passport valid for international travel is required for this role.
Occasional ship visits or short periods on board will be required.
This post is offered on a Fixed Term Appointment (FTA) basis.
For permanent Civil Servants, this role is only available on loan, so you must have your home departments approval to return to them at the end of the loan before you apply. There is no opportunity for a permanent Civil Servant to take on this role as a fixed term appointment. OGD applicants will be appointed on an inward loan and subject to the terms of the agreed inward loan. Internal candidates will return to their previous post at the end of the loan period, which will need to be agreed with your line manager in advance.
