Salary: £140,000 per annum Based in Harlow, minimum of 3 days per week in the office, with some travel nationwide. About the role: The Director of Oversight and Policy is accountable for strategic relationships, most importantly the organisational relationship with Motability Operations and its Executive Team. The commercial oversight of Motability Operations is of critical importance and so the ideal individual will have extensive experience managing strategic commercial relationships, as well as the commercial acumen to understand and engage with topics pertaining to the delivery of the Motability Scheme. It’s also critical to have experience of the realities of a commercial organisation of the scale of Motability Operations (5k head-count, £10bn assets and 800k customers). The role will also be accountable for the relationship with Government including government departments, devolved nation governments and key political and government stakeholders. You will also be accountable for the Policy Unit which is a team dedicated to building detailed policy positions on solutions that make wider forms of transport more accessible for disabled people, responding to government consultations and ministerial requests. What you will be doing: Strategy/Shaping the future Collaborate with the Board and other Directors to drive, develop and deliver the Motability Foundation’s five-year strategy and work with the CEO in setting the oversight strategy. Accountable for setting the Scheme oversight strategy which includes maintaining an effective oversight relationship, avoiding unnecessary involvement in the management and auditing of Motability Operations, and establishing an annual plan of oversight activities. As a member of the Executive Team you will take the lead on the delivery of key cross-charity projects, as well as those within your function. Strategic Relationships Own the overall relationship with Motability Operations, in particular the Executive Team, and actively manage the relationship with the key stakeholders. The CEO will remain accountable for the relationship with the Motability Operations CEO and Board, but you will be actively involved on a day-to-day basis. Collaborate with the CEO and Chair to strengthen the Motability Foundation relationship with the Motability Operations Board using a stakeholder management approach. As necessary, and when directed by the COO or CEO, provide remedial oversight of strategic organisational relationships that are not performing. This may be with organisations under a contract for service or a grant agreement. Scheme Oversight Collaborate with our Head of Scheme Oversight to review and reset the way of working to be in keeping with the revised and restated Scheme agreement. Own the relationship with the Motability Operations Chief of Staff to ensure the processes and access are in place to enable the Foundation to perform its oversight accountability. Collaborate with the Chair of the Scheme Oversight Committee to ensure the committee is effective and providing sound governance. Provide the key escalation route for Motability Foundation colleagues to resolve issues of non-adherence to agreements with Motability Operations and in particular issues of compliance with the Scheme Agreement and Comms Framework. Ensure that the Scheme Strategy and Motability Operations’ Annual Operating Plan are compatible and in accordance with the Scheme Strategy. Ensure the Strategy Committee is effective at overseeing the scheme strategy and facilitate the Motability Foundation Board in remaining updated of critical items and decisions including the use of capital reserves and that the scheme proposition is delivering its intended purpose on behalf of disabled people. Government Relations and Policy Unit Lead and establish our ‘Policy Unit’, collectively prioritising areas of policy development to build out policy positions focused on solutions that make wider forms of transport more accessible for disabled people, lead on ministerial responses in collaboration with cross-functional teams. Lead our Government Relations function, consisting of working with key agencies and internal resources, covering all nations of the UK so that we retain a positive and influential relationship with Government. Including coordinating responses to key government consultations. Work in collaboration with our Communications and Public Affairs Team who will lead on public affairs activity for the organisation. Lead the Government Relations Steering Group collaborating with the Trustee Chair so that the group is effective at overseeing all government relations activity across both Motability Operations and Motability Foundation. Leadership Executive leadership of several key departments within the structure including, Scheme Oversight, Government Relations and Policy. You will role-model the complex relationship with Motability Operations, retaining influence and gravitas with their Executive Team, whilst also maintaining a positive and collaborative relationship, and helping internal colleagues understand and successfully interface with Motability Operations. You will be a role model of our values and inspire those around you to always deliver their best. You will have a passion for people, especially personal development, and be instrumental in setting the tone for our work. You will be a member of the Scheme Oversight Committee and the Government Relations Steering Group both of which you will take the lead on behalf of the Executive Team. You will also be a member of the Audit, Risk, Finance and Compliance Committee. You will be an ambassador for the Motability Foundation, building strong relationships so that we can strengthen our influence and reach across key public-sector bodies. About you: Must haves: Experienced at working with large scale (FTSE-250) commercial organisations (5k employees, £10bn assets, 800k customers) and interfacing at the c-suite level, often representing an external third party. Likely to have either an audit or management consultancy background with accountability for client delivery and relationships at the highest level. An expert commercial envoy with the ability to manage complex relationships and the judgement to make trade-off decisions in the pursuit of strategic objectives. The intellectual agility and commercial experience to understand complex operational and financial arrangements of a large-scale consumer-facing organisations. Gravitas at the board table enabling complex, difficult and negative messages to be delivered with skill and credibility. High emotional intelligence with the ability to switch leadership styles in favour of the charity workforce and ideally a personal experience of disability. Nice to haves: Director level experience with a management consultancy firm interacting with consumer facing organisations. Existing relationships with Government departments relevant to Motability including the Department of Works and Pensions, Department of Transport and Scottish Government.
