Hybrid working within this role enables a balance of 50 percent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
Job Purpose
The Risk & Opportunity Manager manages the implementation of consistent and effective risk & opportunity management. Using management tools, techniques, processes and standards across Infrastructure, in line with TfL and industry best practice, they will provide timely and high quality information, guidance and specialist advice on risk & opportunity management across projects and programmes. They are responsible for leading the development and contribution to risk management and opportunity strategies at programme and portfolio level, whilst supporting the implementation of plans across the delivery areas as required. Responsible for managing improvements to risk and opportunity management practices and liaising with internal and external stakeholders.
Key accountabilities
1. Accountable for leading and managing the implementation of consistent risk & opportunity management tools, techniques, processes and standards, in line with TfL and industry best practice and integrating these within the wider project controls framework across Infrastructure.
2. Responsible for working with delivery teams to understand the risk & opportunity profiles of the projects and programmes, to develop robust risk & opportunity management, mitigation and contingency strategies, and to escalate significant risks using agreed governance mechanisms as appropriate.
3. Responsible for applying knowledge in the technical/professional discipline of risk & opportunity management for the analysis and resolution of issues within projects and programmes framework, including benchmarking against best practice and implementing innovative solutions.
4. Constantly maintain portfolio, programme & project risk & opportunity management systems - ensuring feeder registers are updated and translated into required systems.
5. Responsible for supporting project teams in carrying out Quantified Risk Assessments (QRA) and assessing risk apportionment in commercial contracts and procurements relating to project and programme delivery.
6. Responsible for ensuring risk & opportunity management tools and techniques, processes and standards are communicated and applied appropriately on projects / programmes.
7. Responsible for quality risk and opportunity information to support delivery teams in periodic reviews with Senior Management.
8. Competent in facilitation of risk workshops including Cost and Schedule analysis.
9. Lead a team who directly support project delivery to establish a unified and high standard of quality output.
10. Contribute to driving and leading a positive safety culture.

Key interfaces within TfL: Professional Managers for all PMO disciplines, senior managers and team members in MPD and other TfL and London Underground Business Units including Engineering and Renewals & Enhancements, Health Safety and Environment Directorate (HSE), Strategy & Network Development Directorate (S&ND), Legal, Commercial, Finance & Operational teams.
Knowledge
1. Excellent knowledge and understanding of risk & opportunity management frameworks, tools and techniques in a project and programme management setting. (Essential)
2. Extensive knowledge of and understanding of projects and programmes with an emphasis on Risk Management and how this supports and integrates with a wider high functioning environment. (Essential)
3. Good knowledge and understanding of project and programme management methodologies and their practical application in a transport setting. (Essential)
4. Understanding of TfL project and programme management methodologies and processes (desirable).
5. Good knowledge of EU and UK legislation, law and best practice, particularly in relation to risk management. (Essential)
6. Professional Qualification in Project Management or equivalent (desirable).

4. Proven record of taking personal responsibility and accountability for implementing risk & opportunity management frameworks to ensure delivery of major programmes / projects in a large, complex organisation. (Essential)
5. Experience of managing performance and delivery through external contractors and or suppliers. (Essential)
