We have an exciting opportunity for a Senior Buyer to join our team in York and to be a key member of our Procurement and Commercial Strategy team, responsible for managing the procurement process for medium to high value complex contracts and framework agreements.
The team operates within the Eastern Region that supports our customers throughout the North East, East Midlands, East Coast and Anglia routes.Our activities include creating one off contracts, framework agreements and cover all rail disciplines.
The role requires good strategic sourcing and communication skills to ensure value for money for all procurements and also to ensure compliance with regulatory standards and Network Rail corporate governance.
The Senior Buyer will work closely with the Senior Procurement Manager and internal stakeholders to understand their requirements and deliver successful procurement strategies that support Network Rail's objectives.
You will have excellent communication skills, both written and verbal, be proactive, have in depth experience of the end-to-end procurement process, be happy to challenge and be challenged and support our customers.

About the role (External)
Key Accountabilities
·Lead the end-to-end procurement process, including sourcing strategy development, market analysis, market engagement, tendering, evaluation and contract award on behalf of key customers and stakeholders.
·Manage and mitigate risks within the sourcing framework, ensuring compliance with all relevant policies, procedures, and Regulations.
·Provide continuous education to internal stakeholders on policy, process and Regulations so that they have a clear understanding and appreciation of such matters.
·Provide expert advice and guidance to internal stakeholders on all sourcing and procurement related systems and governance documentation.
Essential criteria
·Recognised skills in contractual and commercial matters, with credibility and experience to act as advisor to other staff.
·Successful procurement background with practical intermediate level experience.
·Contributed towards maintaining successful relationships with suppliers.
·Knowledge of relevant contract terms.
·Strong negotiation skills.
Desirable criteria
·Membership of appropriate professional institution
·Understanding of The Procurement Regulations 2024
·NEC Contract experience
