Position: Interim Commercial Lead – Housing Asset Management
Location: Essex (1–2 days onsite per week)
Rate: £450 per day (Inside IR35)
Duration: 6 months (likely extension)
Key Responsibilities:
* Oversee the commercial management of housing asset projects (cost estimating, budgeting, forecasting, and reporting)
* Ensure projects are delivered within budget and on time Maintain compliance with construction contract law, council policies, and procurement procedures
* Develop and implement cost management strategies using contracts like JCT and NEC
* Prepare monthly reports on cost, progress, and performance, identifying trends and informing decisions
* Manage financial aspects of all contracts and budgets, providing commercial support and advice to the department
* Negotiate contracts, prices, and variations with contractors, subcontractors, and suppliers
* Provide training and guidance to ensure compliance with relevant standards
* Establish systems to track project costs and ensure completion within quality and time standards
* Monitor performance to ensure adherence to agreed targets
* Develop strategic planning strategies to improve service efficiency
Essential Experience & Qualifications:
* Degree in Quantity Surveying or a similar commercial qualification
* Chartered Member of RICS (or equivalent body such as CIPS)
* Knowledge of Building Regulations, EU Procurement Directive, and relevant legislation
* Experience with various commercial models, including NHF schedules and work valuation methods
* Proficiency in negotiating and using contracts like TAC/TPC, NEC, and JCT
* Experience with Reactive, Planned, and Cyclical Maintenance contracts
* Strong analytical, reporting, and communication skills
* Strong staff management skills, with the ability to lead and develop a team
