Perinatal Governance and Quality Improvement Lead

This position involves working across different sites with our teams located at Peterborough City Hospital and Hinchingbrooke Hospital.
We are looking for a passionate and creative midwife who can drive changes and advancements in patient safety, actively engage with families and staff, and ensure better experiences and results for women giving birth and their families.
As an experienced midwife, you will contribute your knowledge in managing maternity risks and governance, which will be put into action by creating systems to track and evaluate quality or risk, and to ensure compliance with both national and local governance standards in maternity care. You will showcase strong communication and leadership abilities, and the capacity to work together with both internal and external parties to execute improvement plans.

Main duties of the job
In the role the Perinatal Governance and Quality Improvement Lead will support the Head of Perinatal Governance and Quality Improvement in the organisation and delivery of the perinatal strategy and alignment with the overall Trust governance processes impacting the organisational delivery and assurance of perinatal safety and quality.
You will support the Head of Perinatal Governance and Quality Improvement to provide assurance that NWAFT's perinatal services meets its statutory requirements and clinical governance objectives by overseeing, monitoring and reporting on the progress of national and local drivers.
You will lead the service clinical governance groups ensuring they are progressive, contemporaneous and drive sustainable improvement in learning and practice.
Collaborating with the senior leadership team, you will enable a positive safety culture within the division and demonstrate an inclusive and mentoring approach to leadership, working with clinical teams to agree and ensure the maintenance of high standards of practice and behaviours.
Job responsibilities
The Perinatal Governance and Quality Improvement Lead will:
* Support the perinatal services in meeting its statutory requirements and clinical governance objectives by overseeing, monitoring and reporting on the progress of national drivers such as risk management, infection prevention and control, Care Quality Commission standards and regulations.
* Act as representative for the specialities at governance and assurance framework groups within the Trust.
* Oversee the implementation of clinical audit and other clinical effectiveness processes as a mechanism for improving quality, risk and safety.
* Ensure systems are in place to monitor the quality of care, KPIs and outcomes.
* Support clinical teams with external reviews, Quality Assurance visits and ensure processes and support in place for on-going monitoring and quality improvement methodology applies to action plans.
* Implement agreed systems and processes to provide assurance of the delivery of patient safety and prevention of harm.
* Support and work alongside the Trust claims team to ensure eligible Early Notification cases are reported to NHS Resolutions.
* Identify required development and service changes within the maternity and neonatal services.
* Responsible for the management and maintenance of the risk registers.
* Identify risks associated with the provision of the speciality services and the delivery of high-quality patient care.
* Co-ordinate the reporting of the divisional risks, and potential risks.
* Ensure there is a robust performance management framework within the service.
* Actively engage and liaise with the LMNS to support quality, risk and governance processes across the system.
* Encourage and engage with the Maternity Voices Partnership chairs.
* Enable the implementation of processes to ensure that all staff receive feedback following submission of incident forms.
* Support the Head of Midwifery and the Head of Perinatal Governance and Quality Improvement in the overall management of the complaints process.
* Monitor the Datix incident reporting system for Maternity and Neonatal services.
* Work closely with the Trust safety and quality team and service leads.
* Lead on and work closely with the Trust Patient Safety, Quality team and LMNS on Patient Safety Incident response framework.
* Undertake detailed incident investigations using a robust and clear process.
* Ensure early communications with staff and families when safety incidents are identified.
* Lead for liaison and meetings with families who have experienced distressing impacts to their maternity journey.
* Responsible for oversight of the completion of the PMRT reviews and family liaison.
* Work collaboratively with the Professional Midwifery Advocates (PMAs).
* Review and ensure the development of SMART action plans in response to investigations.
* Develop and maintain Quality Improvement Trackers.
* Develop and maintain relationships with the Maternity and Newborn Safety Investigations (MNSI).
* Ensure governance and quality is embedded within the wards.
* Review and maintain the accuracy of the maternity dashboard.
* Actively participate in Divisional and Trust meetings.
* Represent the service and the organisation at system wide meetings.
Person Specification
Education and Qualifications
* Registered midwife
* Human Factors Training
* Master's degree/ equivalent postgraduate experience or currently on a masters pathway
* Quality Improvement methodology Training
Experience
* Experience in maternity risk management and governance
* Experience of working in, developing and implementing systems to monitor and measure quality or risk.
* Experience of presenting and articulating governance, quality risk systems.
* Analysis of complex issues and evidence of dealing with these in a planned manner.
* In-depth and developed knowledge in relation to national and local governance requirements in maternity.
* Experience of writing thematic reviews.
* Experience and in-depth understanding of PSIRF.
* Experience of supporting maternity services during a CQC inspection.
* Experience in neonatal risk management and governance.
