As Cabot Barry Health & Safety Manager, you will provide strategic leadership, functional direction and expert advice in all aspects of personal safety, health and security for a dynamic hazardous process manufacturing site and remote employees across the UK. Working in close collaboration with the Barry Site Leadership Team including separate Process safety manager and Environmental Manager roles, regional / corporate SH&E functions, UK employees and contractors, you will ensure compliance with all applicable legislation, regulatory requirements and corporate policies whilst implementing programs that develops a culture that delivers zero harm to our employees, contractors and neighbours. Monitors UK Health & Safety legislation and S&H best practices to update the site Risk Register and Legal Register implementing action plans to always ensure performance exceeds compliance. Manages the relationship with the UK Health and Safety Executive and any other regulatory body for visits, inspections, audits and reporting as necessary. Ensures that all Corporate Health, Safety and Security policies are implemented, and the site is always compliant through internal auditing, inspections and observations. Manages the site risk profile, monitors, reviews and audits the arrangements for Health & Safety management and continuously improves performance where appropriate. (e.g., safe equipment, safe handling of substances, PPE, signs & signals, accident management, consultation and worker involvement, manual handling, occupational health, traffic management, electrical, confined space, emergency planning, statutory inspections, S&H training plans and competency, contractor management). Develops and implements Behavioural safety programs for employees and contractors, promoting behavioural change that builds a generative safety culture. Manages the site Emergency response team and First aiders, providing training, exercise drills and facilities / equipment to ensure a capable and effective incident management and response. Identifies, develops, organizes and delivers Health & Safety training for both UK legislation and Corporate requirements. Manage performance monitoring and compile performance reports, analysis and review against established metrics and standards to drive improvements. Manages the site Incident and action database, ensuring that actions are effective and completed appropriately on time. Analyses Incident data to identify trends for action and improvement. Supports other site departments in developing, assessing, and implementing safe systems of work for all task Provide insight and advice to operational teams on how best to manage specific hazards or issues Leads, develops and delegates appropriately to Safety and Health personnel to enhance capabilities and site performance. Ensure high levels of employee awareness & engagement, leading by example and promoting best practice and adherence to prescribed standards Manages the site ISO 45001 Management System and SHE Self-Assessment Program and supports the integrated Management Systems for ISO 9001,14001 and 45001 certifications in collaboration with Quality and Environmental Manager. Ensure required processes are defined, audited and associated documentation is available, functional and concise. Manages the Safety and Health budget for the site ensuring that cost targets are met. Member of the on-call management response team. Represents Cabot on external Safety & Health forums such as Chemical Industry association (CIA), Barry Joint sites forum and Barry Community Engagement forum. Technical Competencies: In-depth knowledge of UK Health & Safety legislation and practices. Awareness of USA OSHA would be an advantage. Practical experience of Behavioural safety and culture change. Practical hands-on experience of confined space entry, risk assessment, safe systems of work, contractor safety during shutdown and construction in a hazardous process industry environment. Hazardous materials knowledge coupled with Emergency response planning and capability. Highly computer literate for Microsoft systems such as SharePoint, e-learning programs and incident / action databases. Behavioural/Managerial: Dynamic and self-motivated with a drive for results, able to manage multiple and sometimes conflicting, priorities. Ability to organize and manage diverse and multiple resources, including budgets, people, contractors and service providers. Strong communication, influencing and collaboration to motivate and lead cross-functional staff. Ability to deal with external contacts and community as needed. May require negotiations with government agencies and other bodies. People leaderships and development skills. Education/ Experience: Bachelor/University degree in occupational safety, engineering, sciences or related field. Minimum NEBOSH General Certificate in Safety, Minimum Grad IOSH preferred. Minimum five years relevant Health & Safety experience in a Hazardous Process Industry environment (Chemical, Steel, Oil & Gas, Pharma). CIND
