Main Purpose of the role:
Working as part of the Hay-on-Wye’s HR Team, the HR Advisor supports HR delivery through the provision of a professional HR service which meets the needs of the business and its employees, as well as supporting and leading the implementation of HR initiatives.
The HR Advisor will also support the Learning & Development activities for the Hay on Wye site in line with site objectives and strategy. This role will also support talent acquisition for the recruitment of direct roles at the Hay on Wye site and act as the primary contact and support for all other recruitment requirements which are supported by the Global Talent Acquisition Team.
Main Responsibilities:
1. HR
o Provide guidance and coach Managers on legislation, policies and procedures promoting best practice to managers.
o Build effective working relationships with key stakeholders.
o Influence the development and implementation of HR policies and processes to ensure they meet the needs of the business.
o Provide support and guidance to employees on terms and conditions of employment and HR policy and practice.
o Lead on site absence management including the recording of absence, managing absence data, providing reports, supporting managers with their team absence levels, organizing and participating in absence meetings and case management.
o Deliver the site health surveillance/case management programme working with our occupational health provider and key stakeholders.
o Ownership of HR projects and initiatives through to completion. Support the HR function to deliver global projects.
o Support the overall employee life cycle including performance management.
o Support and drive charitable and team initiatives across the business as part of PCI’s commitment to ESG.
o Update and maintain ERP Systems including HR systems. Ensure information is accurate and relevant in accordance with General Data Protection Regulations.
o Support change management programmes.
o Seek continuous improvement opportunities to streamline processes and align with the business.
o Lead/support on employee relations issues including disciplinary, grievance and capability across the organisation. Support change management programmes including restructures.
o Support with the provision of global and local Human Capital Data – analysing data and information where required to inform stakeholders in order to make evidence-based decisions.
o Lead the site’s Quarterly Conversation process each quarter including communication, management of queries and the provision of reports and data for the Operational and Site Leadership team to ensure effective delivery.
2. Learning & Development
o Focus on internal development and working with managers to understand departmental development needs and where appropriate liaise with Talent Development.
o Collaborate with line managers to develop personal development opportunities for employees to include mentoring and coaching.
o Coordinate and support the delivery of global training initiatives and programmes at the Hay on Wye site, promoting the culture of learning at PCI.
o Devise and deliver Line Leader development program in partnership with Talent Development.
o Devise and deliver lunch and learn workshops in response to site training needs.
o Evaluate training solutions to measure return on investment and effectiveness.
o Support with the management of the site training budget, in addition seek additional revenue streams for on-site training support e.g. Welsh Assembly Government.
o Actively support apprenticeship/work experience placements.
3. Talent Acquisition
o Support the organisation through the provision of a high-quality and professional recruitment and on-boarding service. Lead recruitment and selection of agency support.
o Organise and attend job fairs and recruitment events to build a strong candidate pipeline for the Hay site.
o Coordinate with hiring managers to identify staffing needs and candidate selection criteria.
o Source applicants through online channels, such as LinkedIn and other professional networks. Represent PCI at external events promoting PCI as an employer of choice e.g. careers events, working with schools and colleges.
4. Other:
o Ensure skills and professional expertise are regularly maintained and updated through continual professional development.
o Responsible for adhering to PCI Standard Operating Procedures (SOPs), Health, Safety and Environmental Rules, General Data Protection Regulations (GDPR), Good Manufacturing Practices (GMP) and other regulatory guidelines.
o Additional activities as requested by line manager.
Skills and Experience:
Essential
* Experience of working as HR Advisor or similar role.
* Experience within a commercial/distribution or manufacturing environment.
* Able to demonstrate exposure to the following: dealing with complex employee relations cases, absence management, stakeholder management, employee engagement, policy writing and updating.
* Able to contribute to change management initiatives.
* Able to manage the implementation of HR initiatives/projects.
* Able to influence and impact key stakeholders.
* Able to build strong working relationships with stakeholders.
* Able to work well in busy conditions and to operate effectively within a team.
* Able to prioritise work to meet tight deadlines and manage conflicting priorities.
* Works well under pressure, thriving in a fluid environment and can adjust to changing business demands.
* Able to use a variety of HRIS and related IT solutions.
* Sound knowledge of current employment law.
* Excellent customer service skills to be able to communicate to wide stakeholders.
* Strong Microsoft Office skills, numerate and competent in Excel.
* Sound judgement for well-rounded and consistent decision making.
* High level of attention to detail and accuracy.

Qualifications:
* Achieved or working towards Level 5 or Level 7 CIPD Qualification (or equivalent)
* Train the Trainer qualification
