The Senior Quantity Surveyor / Cost Manager Opportunity As part of our rapid expansion, we have an exciting opportunity for a driven and motivated Senior Quantity Surveyor to join our team in the London Bridge area. The purpose role will support the team in Cost Planning, Cost Management and Cost Consultancy for multiple fast paced international projects sectors including Museums and Visitor Attraction related projects, throughout Europe and the Middle East. The Senior Quantity Surveyor / Cost Manager Responsibilities Develop & prepare cost management plans and align processes in accordance with the project specific requirements. Cost management of projects from inception to completion. Prepare budgets and profit targets for internal expenditure on the cost of resources and preliminaries required to deliver project services. Create, manage and maintain project budgets and time schedules. Ensure that projects adhere to a set budget and time schedule and are meeting the goals of the Client. Produce, review and approve cost and progress reports, as required by and ensuring compliance with the Scope of Services and Specifications. Track and directly report project status updates to Associate Director (Cost), sharing relevant information to the project team. Lead cost, design and technical review and produce value engineering reports and recommendations on adherence to budget, quality criteria and buildability. Undertake regular internal and external research to ascertain relevant cost benchmarks. Develop and keep up to date a sector specific cost database including design and professional fees, works costs and operational costs. Establish and maintain a sector specific database of designers, consultants, suppliers and specialist (sub/ trade) contractors including performance ratings, capacity and financial position. Negotiate with internal and Client suppliers, consultants and contractors to enhance value whilst maintaining quality and minimising future liability. Research and maintain awareness of the different consultancy and works building contracts in current use within the sector. Provide contractual and procurement guidance including advice on claims and disputes. Prepare bespoke packaging and procurement strategies for projects to ensure suitable consultants and contractors are engaged. Undertake financial due diligence when selecting internal suppliers and sub-consultants and making recommendations to Clients, and periodically thereafter. Prepare tender documentation and coordinate the tender process. Conduct valuation and certification of sub-consultant, sub/ trade-contractor or supplier work in progress and oversee the payment process. Ensure that accurate final accounts are prepared on a rolling basis prior to completion and are closed out in a timely manner. Ensure that files for all sub-consultant agreements, sub/ trade-contracts or supplier orders are maintained and kept up to date, including responses to communication, payments, compensation events, submissions etc. Ensure that proper records are kept and maintained, including cash-flow reports, so financial information for internal or Client audits and cost assurance is readily available. Identify, analyse and develop responses to project opportunities and commercial risks. Lead the analysis of incoming tender documents, designs and specifications, taking responsibility for ensuring that the business knows everything required to successfully bid and win the project. Ensure that robust, accurate estimates, including calculation of preliminary costs are produced that align to the scope and make allowance for all risks and opportunities. Manage the commercial bid process and follow-up with sub-contractors to ensure that bids are received. Produce bid commercial responses and contribute to commercial responses for RFPs. Evaluate the progress of projects regularly, ensuring commercial processes are adhered to at all times. Record and implement lessons learnt into the continual improvement of the delivery of cost management project services. The Senior Quantity Surveyor / Cost Manager Qualifications, Skills and Experience Degree educated in a relevant discipline. Qualified to AssocRICS level. Minimum 5 years experience of quantity surveying in the construction industry, preferably with experience in high end interior fit-out. Familiarity with FIDIC, JCT and NEC forms of contract, with demonstrable, up to date knowledge of construction law. Proven experience providing strategic recommendations to clients. Experience working at a senior level with diverse internal and external stakeholders. Previous PQS experience, working as a consultant as part of Clients professional team. Experience delivering large and complex programmes/projects across an entire lifecycle. Understand project process and deliverables. High proficiency across all Microsoft Office tools. Ability to effectively communicate with internal and external stakeholders. Capacity to work to resourcing, work outputs and programme plans for all projects. Ability to identify and communicate any opportunities for efficiencies and/or adjustment requirements. Champion continuous learning approach, individually and for junior team members. Ability to work flexibly, adapting to new ways of working, collaborating across teams. Ability to work independently, taking initiative and being proactive.
