PERSON SPECIFICATION
1. Significant demonstrable post qualification experience in the full range of building control and building issues and enforcement work is essential.
2. Competency validation min. Class 2.
3. Full membership of the Royal Institution of Chartered Surveyors, M.B.Eng, MCABE or equivalent or the Association of Building Engineers or working towards full membership.
4. Working towards Competency Class 2(f).
5. Hold a recognised qualification in Building Control/surveying (e.g. ONC, HNC, degree, etc.).
6. Specialist knowledge and expertise on design of major projects, especially large commercial and industrial buildings of a complex nature or requiring fire engineering design solutions.
7. Thorough knowledge and understanding of legislation and statutory obligations which affect the provision and delivery of a quality customer focused building control service.
8. Understanding of ISO 9001:2000 Quality Management System.
9. Knowledge and understanding of the business ethics now incumbent in Building Control, and the need to develop partnerships with Architects, developers, builders, etc. and a development team approach.
10. Demonstrate substantial post qualification experience in the building/surveying function.
11. Computer literate with a commitment to the use of GIS and computerised database.
12. Experience of taking forward new initiatives, organising seminars and presentations and of marketing a service to customers.
13. Experience of managing staff.
14. Be an effective and empathetic communicator, able to deal diplomatically with complaints and firmly with developers and builders applicants.
15. Ability to prepare reports on complex issues in a clear and concise manner.
16. Able to understand and ensure compliance with policies, procedures and statutory regulations.
17. To be customer orientated in the delivery of the Council's Building Control Service.
18. Able to manage and develop staff using a variety of methods.
19. Be computer literate in MS Office with an ability to use GIS and advanced IT systems.
20. Able to contribute effectively to the Council's service plans and objectives.
21. Excellent negotiation skills.
22. Ability to work at senior level with external agencies.
23. Hold a current, full, UK driving licence.
24. Undertake site visits and attend meetings.
25. Be available to work flexibly in respect of the requirements of the Building Control Service, including attending out of hours emergency call outs.
26. Contribute to the ongoing review of performance and procedures.
27. Commitment to the principles of customer care.
28. Committed to the use of GIS within the building control service.
