Rate of Pay: £41,442.00 - £44,331.00 per Annum
Summary:
The Senior Finance Officer will provide high-quality financial support across the Council, utilizing technical expertise to ensure financial accuracy, process efficiency, and compliance with financial regulations. As a senior member of the team, the postholder will oversee financial processes, reporting, and controls, supporting key corporate finance functions, including VAT, indirect tax, and statutory accounting.
Responsibilities:
* Financial Operations & Compliance: Manage monthly VAT claims, Construction Industry Scheme (CIS) returns, and handle HMRC and VAT queries. Ensure compliance with financial regulations and corporate accounting policies.
* Financial Reporting & Auditing: Support the preparation of the annual Statement of Accounts, complete government/statutory financial returns, and assist with internal and external audits by providing necessary financial data and reconciliations.
* Process Improvement & Systems Management: Identify opportunities for process automation, ensuring efficient finance system maintenance. Work closely with ICT teams to enhance financial reporting and data integrity.
* Budget & Balance Sheet Management: Perform financial reconciliations, monitor financial controls, and provide financial analysis to support strategic decision-making.
* Mentorship & Stakeholder Engagement: Support and coach finance officers and other Council employees, providing guidance on finance policies and procedures. Act as a key point of contact for financial inquiries.
Qualifications:
* CCAB or CIMA part-qualified or fully qualified accountant (desirable).
* Highly numerate and literate
* Excellent IT skills, experience and knowledge including Microsoft packages, specifically strong Excel skills and finance systems
Experience:
* Experience in financial accounting, ideally within local government or public sector finance.
* Strong understanding of year-end closing processes, audit requirements, and financial reporting.
* Proficiency in Microsoft Excel and financial systems for data analysis and reporting.
* Ability to work under pressure, meeting tight financial deadlines with high accuracy.
