Job summary

This post will be responsible for establishing and maintaining arrangements which enables the NHS Hampshire and Isle of Wight Integrated Care Board (HIOW ICB) to have oversight of Digital, Data and Technology (DDaT) programmes across the HIOW Integrated Care System (ICS). The post holder will provide assurance reporting and information relating to the DDaT programme across the ICS.
Main duties of the job
This will include but not limited to preparing for and supporting the ICB's digital and data governance groups. The role will lead and develop a small team of support officers and administrators who will provide administrative support to DDaT team and its programmes and services.

Job responsibilities
1. Establish a consistent approach to oversight and performance reporting of large scale digital and data programmes from within the DDaT Team and from across partner organisations.
2. Lead, motivate and develop team colleagues to ensure that they deliver the responsibilities of the team.
3. Develop and maintain relationships with internal and external stakeholders from across the system to enable the flow of programme information.
4. Analyse, interpret and present data to highlight issues, risks and support decision making. This includes tracking the progress of programmes and collating risks and issues.
5. To promote and support the implementation of common digital project, programme and portfolio management standards and associated tools and documentation.
6. Responsible for interpretation of ICB policies, guidelines and service level agreements (SLAs) which may impact within the directorate.
Person Specification
Knowledge, Training and Experience
Essential
* Educated to degree level or equivalent level of experience of working at a senior level in digital and data teams.
* Extensive knowledge of digital and data solutions and services, programme and projects management, governance and assurance, acquired through postgraduate diploma or equivalent experience or training plus further specialist knowledge or experience to postgraduate diploma equivalent.
* Recognised Project Management and Programme Management qualification (e.g. PRINCE2, MSP)
Communication and Relationship Skills
Essential
* Ability to create and deliver highly complex presentations to large and varied groups of internal and external stakeholders at all levels, where there may be barriers to acceptance.
* Excellent verbal, including strong presentation skills, written and interpersonal skills.
* Flexible, adaptable and uses tact and diplomacy at all levels. Able to develop good working relationships, and deal with occasional emotional situations i.e., staff Employee Relations issues.
Analytical and Judgement Skills

* Excellent judgement, ability to distil insights from multiple sources of information in an executive-level overview.

* Demonstrated experience of managing project or programme delivery and/or working within a PMO.
* Demonstrable experience in organising, prioritising and planning multiple tasks and associated workloads, whilst meeting deadlines.
