Procurement
Whilst the Council as a whole is focussed on instilling financial discipline and making services more efficient, it is essential that as a Procurement Team we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council’s major reorganisation plan, we established a new Strategic Procurement and Governance team and are moving to phase 2 of the growth and development with the creation of some exciting new opportunities within the team.
The Role
As the Sourcing Support Assistant you will support the delivery of an effective sourcing process for sub-threshold procurements and more generally aid compliance across the strategic procurement process. You will also provide advice and support to Client Services on sourcing sub-threshold procurements as well as work with stakeholders on a project by project basis to ensure compliance to the purchasing and procurement process for agreed areas of expenditure.
Day to Day you will take responsibility for activities including:
* Maintaining reports/lists of existing suppliers on Oracle Fusion (or equivalent) by spend category that can be used to support the sub-threshold sourcing process.
* Ensuring that signed contracts have been lodged in the contract repository and that the contract award notice is published on Contracts Finder.
* In conjunction with the Strategic Procurement Specialist, providing advice to the Client Service on the sourcing of sub-threshold procurements.
* Using an understanding of the essentials of contract law and public procurement legislation to provide advice on sub-threshold procurements, with input from colleagues.
* Maintaining and developing relationships with suppliers and stakeholders to promote effective procurement, purchasing & supply.
The role will also be responsible for working with stakeholders on a project by project basis to ensure compliance to the purchasing and procurement process for agreed areas of expenditure. This to include controls to ensure purchase requisitions/orders are related to valid, live contracts.
The Person
To be considered for the role you will need some experience of the key steps in the end to end procurement process as well as some understanding of public sector procurement legislation. The ability to manage low value sourcing activities is also required.
