UU are experiencing a period of growth and transformation, creating several opportunities within our Commercial function to work alongside our largest and most ambitious new projects. As Quantity Surveyor you will lead and support one of several business-critical teams, managing a multitude of responsibilities. You will have the opportunity to manage a range of activities, including supporting the successful delivery of United Utilities business needs by providing a professional pre contract quantity surveying service, in the construction commercial category. The service is to be undertaken in accordance with high professional standards and business principles in compliance with regulatory and company procedures and policies.

Key Responsibilities:
1. Responsible for creation and quality assurance of sourcing documents
2. Manage key stakeholders in agreement and implementation of the procurement strategies including but not limited to advising and guiding on contract specifics, contractual risk and impacts on other business areas
3. Act as first point of contact for queries within the category and provide general advice and support
4. Ensure commercial and regulatory compliance including but not limited to the Utilities Contracts Regulations 2016
5. Proactively manage and mitigate commercial risks
6. Act as a subject matter expert, provide commercial expertise and guidance
7. Manage the tendering process, reviewing EWI/scope documents, preparing contract data, issuing tender documents, managing tender queries, mid-bid reviews, evaluating tenders, BAFO, and recommending contract award
8. Ensure collaborative working across the commercial directorate and within the project team
9. Work collaboratively with the regulatory procurement team, to ensure delivery of compliant procurement
10. Establish and maintain appropriate contract and supplier relationship management
11. Manage pre-contract commercial processes and procedures
12. Maintain effective management of contracts/framework agreements
13. Procurement of commercially robust clustered packages or discrete one-off works contracts, using a range of procurement strategies
To be successful with your application, you’ll need to show that you meet the following essential criteria:
1. Quantity Surveying Degree OR sufficient relevant experience to support the requirements of the RICS Professional Experience Route or relevant equivalent qualification
2. Relevant experience in a Construction Environment
3. Ability to effectively communicate with internal and external stakeholders
4. Commercial negotiation and resolution skills
5. Knowledge and experience in the use of a broad range of standard forms of construction contract (preferably including NEC suite of contracts)
6. Experience of tendering of construction projects
7. Working knowledge of Regulated procurement and contract law
