Senior Clerk of Works Engineering Design

Dumfries and Galloway Council's Transport & Infrastructure service is looking to recruit a Senior Clerk of Works to work within the Engineering Design Team.
Based at Cargen Tower, Dumfries, you will assist and provide support to Senior Officers in the inspection of structural assets and supervision and site monitoring of various infrastructure projects as part of the Engineering Design service. These projects will include bridges, retaining structures, flood protection, harbours, and coastal protection works.
Reporting to the Engineering Manager and other Engineers, the postholder will oversee the delivery of the construction project works in accordance with the Client's requirements. This will involve monitoring the work of contractors and subcontractors and liaising with and providing information to the technical staff, ensuring that work is carried out to the required standards, and making sure that plans and specifications are being followed correctly. You will be required to review the quality of works on site, taking into consideration workmanship, building in accordance with the design/specification, and overseeing the commissioning phase.
Responsible for other Clerk of Works and small works supervisors, you will work as part of a team with engineers and technicians. This position would suit an enthusiastic, committed, and self-motivated individual who would relish the opportunity to help in the successful delivery of infrastructure schemes alongside the management of the Council's structural assets.
Minimum Qualifications: A minimum qualification to a Civils Higher National Certificate (or equivalent) HNC in construction/building services. Membership of the Institute of Clerk of Works or equivalent is desirable, with a commitment required to achieve such membership within 2 years of appointment if not currently held.
You should have a proven track record in the fields of structural asset inspection/management and construction and have developed a good knowledge and experience in relevant disciplines. You should also have significant experience in the construction and maintenance of roads and structures.
You must be flexible, self-motivated, able to work under pressure to deadlines, possess good organisational skills, and have the confidence to deal with staff, the public, and contractors. You should be a team player with good oral/written communication skills. A current full driving licence is essential.
Experience and knowledge of working within Local Government is desirable. A good understanding and knowledge of current Health & Safety legislation, in particular CDM Regulations (2015), is essential, and a related qualification would be desirable (e.g., NEBOSH and the Site Managers Safety Training Scheme (SMSTS)).
This permanent full-time position will for the most part involve working on-site with the need to attend the base office at Cargen Tower in Dumfries for meetings with staff from the wider Engineering Design Team and representatives from other Council services.
