Lancashire Combined County Authority (LCCA) Shared Prosperity Programme (SPF) 2025/6
The Shadow Lancashire Combined County Authority (LCCA) have agreed that Blackpool Council would provide the coordination role for the administration of the new UK Government funded, Shared Prosperity Funding (SPF) programme for the LCCA.
The UKSPF programme has a specific focus to help kickstart economic growth and promote opportunities in all parts of the UK with interventions across the three priority areas: Communities and Place; Support for Local Business; and People and Skills. It aims to support those at risk of being left behind and boost community cohesion, including supporting efforts to address homelessness, in areas right across the UK.
It is recognised that additional human resource is required to supplement the existing Blackpool Council team in its Programme Monitoring Office (PMO) to support the compliance, assurance and monitoring activity required to meet with MHCLG‘s Lancashire programme delivery requirements.
With this in mind and recognising the programme needs to start on April 1st and only operates until end of March 2026, “secondments” from other Local Authorities or publicly funded bodies, is deemed the most appropriate and likely route.
To hit the ground running, ideally this will be somebody who has been working on the SPF 2022-25 Programme already and understands the fund’s reporting and compliance requirements. They will work alongside the existing Blackpool Council SPF Project and Programme Monitoring Officer.
Key Role Purpose:
1. Project and Programme Management and Monitoring: To support the creation, development and management of robust project and programme monitoring and assurance systems and procedures for the UK Shared Prosperity Fund on behalf of the Lancashire Combined County Authority.
2. Project and Programme Support: To provide support to UKSPF project teams (including external delivery partners and local authority teams) across Lancashire and Blackpool with project delivery and coordination, including project report writing and funding usage advice, claims completion support, data collection support, etc.
Key Responsibilities and Duties:
1. To support the creation and management of robust project and programme management and monitoring assurance systems and procedures.
2. To support the claims and monitoring process for funded schemes operated through the Lancashire Combined County Authority.
3. To advise and support the wider Lancashire authority project leads with project management coordination, report writing, funding advice, claims completion, data collection support, invoicing etc. to ensure projects are delivered according to the scope and objectives of the funding agreement.
4. Provide advice and guidance on the delivery and management of external funding project applications, including eligibility criteria, assessment and approval procedures, draw down of grant and project performance.
5. To provide support and input into project and programme level audits and report findings.
6. Attendance at local, regional and national steering groups and committees as required.
7. To undertake minute taking for relevant meetings as required.
