Six Months Fixed Term Contract / Secondment Opportunity.
An opportunity has arisen to appoint a Mechanical Manager owing to the services restructure which will be finalised next year.
You will be responsible for the delivery and management of mechanical services across the council’s housing estates. The services include but are not limited to domestic boiler, communal boiler/plant/energy rooms, fire safety disciplines such as wet & dry risers/sprinklers, communal ventilation, gas supplies, HRU/Air Source Heat pumps, and water (domestic as well as communal). You will be expected to manage a team of officers and will act as the main lead on some of the capital projects.
You need to have an in-depth knowledge and understanding of the mechanical industry including the relevant regulations, guidelines and legislation as well as practical experience delivering both repairs and maintenance, servicing, upgrades/replacements and new installation programmes. Your experience will include setting budgets, monitoring spend and forecasting future budget requirements.
You should be able to take into consideration the requirements of new regulations such as the Building Safety Act, whilst meeting the needs and expectations of our residents and the council’s key stakeholders.
You will have experience in managing a team of at least six plus officers ranging from service managers/supervisors, clerk of works and project support officers. This experience should include managing the allocation of work, budget monitoring, creating successful teams, performance management of external and internal contractors and also officers under your charge, as well as the development and the wellbeing of teams.
Knowledge and experience of contracts and how they are used to deliver work and manage contractors, whether they are internal or external is required. You must also have a good understanding of procurement, the different stages involved and the tender evaluation process. Your experience should include developing contract and technical documents, being part of an evaluation panel in order to assess potential bidders, right through to contract award and mobilisation.
You will have excellent professional interpersonal skills along with good communication - verbal and written, as this role will often require you to provide technical support and advice to such teams as but not limited to Housing, DLO (In house contractor), Tenancy Services and the Regeneration and Delivery teams.
You will be required to deputise for the M&E Manager on occasions and therefore must be able to inform, advise, and respond to residents, as a group or on an individual basis as well as liaise and negotiate with interested parties such as contractors, developers or professionals from other multidisciplinary areas.
You must hold a mechanical qualification which includes Heating, ventilation and BS7967 regulation and be up to date on CDM regulations as well as hold a relevant project and/or contract management qualification.
We are a place-based organisation, and you will be required to work in the office however we do offer hybrid working which may be locally agreed by your line manager.
