Principal Project Manager - Capital Regeneration

We are seeking an experienced Principal Project Manager to lead and oversee land and property developments, as well as manage commercial negotiations for significant housing, regeneration, or placemaking capital projects. This role demands a proactive self-starter with exceptional communication skills and the ability to build and nurture strong partnership relationships.
Key responsibilities include budget management, financial monitoring of project progress, and the development and management of funding agreements and contracts. The successful candidate will also oversee risk management, ensuring compliance with governance and assurance processes throughout the project lifecycle.
The ideal candidate will bring experience working in partnership with diverse stakeholders, particularly within politically sensitive environments. A strong understanding of contractual mechanisms to safeguard public investments is highly desirable, enabling the successful navigation of complex agreements.
Key Accountabilities:
* Lead cross-disciplinary teams to deliver complex, high-profile economic transformation and capital projects.
* Support partners in developing business cases, ensuring projects deliver the required capabilities to achieve intended benefits.
* Oversee drafting, negotiating, and managing contracts, including approvals, change requests, extensions, and final accounts.
* Negotiate and finalise agreements to align with project goals and objectives.
* Balance and mitigate commercial risks while optimising financial returns, collaborating with legal and technical experts.
* Negotiate land-related matters such as acquisitions, disposals, and wayleaves, tailored to project-specific requirements.
Key Requirements:

* Your Degree in a relevant field, or relevant demonstrable practical experience performing in a similar role.
* Experience of leading and managing land and/or property developments, along with commercial negotiations for either major housing, regeneration or placemaking capital projects.
* Experience of managing commercial contracts and negotiations, which could include property acquisitions, leases, legal security and overage and knowledge of legal complexities of site assembly to bring forward delivery of capital works.
* Ability to negotiate and take a commercial approach to the management of devolved funding to third parties, whilst working in partnership to achieve results.
* Extensive experience of business case development.
* Proven Contract Management and Project Management skills, and knowledge of a variety of techniques and good practice.
