We are seeking a dedicated Market Superintendent & Grounds Maintenance Worker to join our team. The ideal candidate will play a crucial role in managing the successful Market on a Saturday and maintaining the outdoor areas of our premises to ensure a safe and visually appealing environment.
Responsibilities:
General duties regarding responsibilities for the conduct of Swaffham Market are listed below:
* Ensuring that traders on the Market are either regular licensees of the Council or casual traders authorised by the Manager to attend on a day-to-day basis.
* Ensuring that both licensed and casual traders do not encroach beyond their authorised sites and that they conform to all market regulations that are in force at any time.
* Collecting fees from such traders (including casual traders) who are authorised to use a site on any particular day and ensuring that these fees are passed to the Town Clerk (or delegated member of the senior management team) at the earliest convenient opportunity.
* Placing of market sites and seeing that they remain easily identifiable.
* Ensuring that new casual and licensed traders possess Third Party Public Liability Insurance Cover.
* Working alongside Town Hall staff to address queries relating to all Market applications, invoices and other market administration.
* Familiarise with the administration of the Market.
* Attending all Market Committee meetings as and when required. Prepare a written report for each meeting.
* Prepare market circular following Market meetings to distribute to all traders.
* Attend staff meetings as required.
* Prepare any necessary background information to circulate to Committee members prior to each meeting or to bring to the attention of the Lead Officer.
* Assist the Lead Officer with the preparation of the annual report for the Annual Town Assembly.
* Take and make telephone calls related to the Market on the specified mobile telephone allocated to the Market Superintendent during Market Day and other working hours.
* To update all social media platforms on Market Day and as appropriate.
* Develop the Market by working with the Lead Officer; this can involve conducting research, preparing promotional schemes or advertising programmes or events, as directed by the senior management team or the Market Committee.
* Attend themed Markets as and when required i.e. Italian and French or others as directed by the Town Clerk (or delegated member of the senior management team). Conduct all administration of the same. (each themed Market requires a period of attendance with hours agreed in advance as necessary which would be salaried)
* Attending training events, meetings or conferences as representative of the Council or Market Committee as and when required. (If outside of normal working hours additional hours salaried at a minimum of two hours)
* Inspect the cleanliness of the public toilets on Market Day and initiating call outs for vandalism at the toilets as required, checking that toilet rolls and soap dispensers are filled etc.
* Conducting a litter pick during and at the end of the Market Day, ensuring/overseeing the packing up process of Market stalls and keeping cars away from the area as appropriate.
General duties regarding responsibilities for the Grounds Maintenance Operative are listed below:
* Removal and control of weeds, moss and other vegetation
* Cutting back vegetation overhanging roads and footpaths
* Hedge trimming
* Pruning bushes and trees
* Strimming and mowing of grass
* Clearance of litter
* Seed graves and level off sunken graves
* Gritting and snow clearance
* Litter picking and removing fly posters and graffiti
* Clean public toilets in emergencies
* Cleaning, re-painting and minor repairs of bus shelters, notice boards, benches, picnic tables.
* Staining and painting street furniture, play equipment etc.
* Erecting signs and noticeboard
* Installing benches and bins
* Safety checks of playground equipment and area
* Supplied P.P.E. must be worn at all times
* Report any faults, safety defects in the Town to the Works Manager or Town Clerk
* To work within supplied risk assessments and safety requirements, completing any necessary documentation
* To attend any training necessary for the role
* To liaise closely with line manager and staff & attend meetings as necessary
* Advise Works Manager on the purchase of maintenance equipment and supplies
* Maintain a record of equipment used so regular servicing of tools and equipment can be scheduled
* Comply with Health and Safety Regulations and Council policies and procedures
* To undertake any other duties as assigned
* Physical fitness to handle manual labour tasks
* Willingness to work outdoors in various weather conditions
