System, Subsidy & Control Team Manager
We have an exciting opportunity working within a local authority as a System, Subsidy & Control Manager on an initial 6 month contract with the possibility of an extension. This is a hybrid role, mostly working from home with some office visits required.
ROLE DESCRIPTION
* This role working together with Resident / Corporate Services senior management team is responsible for the provision of all IT systems to support Revenues, Benefits and Discretionary Benefits functions.
* To understand the strategic direction for management of our technology resources. To promote the opportunities that future technology presents to the service. To ensure we create benefits for our residents and businesses, including having the foresight to analyse the feasibility of change and its likely impact upon the business & residents.
* To lead on the allocation of resources within the team for planning, development and delivery of new and existing information systems services and products, to support the effective delivery of the Revenues & Benefits portfolio of work.
* To lead and work collaboratively with the Digital Service’s Management team, to ensure the Digital Services has the highest regard for the ever-changing service needs of our service.
* To provide leadership in defining and shaping successful digital transformation projects, by specifying a manageable scope of work, developing a credible delivery roadmap, establishing an agile and sustainable delivery model, and securing the agreement to prioritisation from senior managers across our service directorates.
* You will lead in continuing to deliver the Revenues & Benefits IT whilst the service is being impacted by a major programme of works by Digital Services to upgrade and improve their network and IT solutions.
ABOUT YOU
* Degree level or above (or 2 Years Experience of working within an Academy Revenues and Benefits IT Support System Environment)
* Qualification in IT systems for reporting QBF SQL or equivalent
* Experience of working with complex EDMS systems such as NEC Enterprise or equivalent
* Experience of completing complex Statutory Government Returns for Council Tax, Business Rates and Housing Benefit (Revenues & Benefit Service including Subsidy, Business Rates Collection Council Tax (£90 million) and Sundry Debt, these will include but are not limited to CTB1, QRC Returns, Subsidy Claim, DHP Returns Tax Information to HMRC for Landlord Payments
* Experience of running IT Systems for Revenues and Benefits Services – including co-ordinating system upgrades and patches
* Extensive knowledge of Capita’s Academy System for Revenues and Benefits
* You will have the knowledge and previous experience of writing bespoke queries and running of reports through the Academy System
* Experience of running year End Activities for Council Tax, Business Rates and Housing Benefits Data Bases
