Brief Description
Route Services is a division of Network Rail that provides the Routes with services to help Network Rail deliver a better railway for a better Britain. This role sits within Supply Chain Operations (SCO), which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.
About the role (External)
The role sits within the Commercial team as part of the overall Capital Programmes team within Network Rail's Supply Chain Operations organisation. You will be responsible for a portfolio of projects and associated contracts, focused on delivering improvements to plant, depots, and operational facilities.
The portfolio may have in excess of 30 contracts at any given time, with values ranging from 50k to 10m. The successful candidate must demonstrate considerable agility and knowledge of all aspects of project finances, including cost management and control against an agreed budget.
The role will require frequent communication with various key stakeholders, including internal customers and project delivery teams. Oracle is the principal platform used for reporting, along with data analysis through Business Analytics and PowerBI. You will be responsible for a small team of commercial managers.
Key Accountabilities
1. Establish and implement appropriate commercial strategies including effective project cost management.
2. Provide commercial management of framework agreements and supporting contracts.
3. Initiate estimating and risk and value management of projects.
4. Lead the negotiation of prices under existing contracts/framework agreements.
5. Monitor and manage all project reporting.
6. Lead and deploy the commercial team in the management of all live projects.
7. Provide pro-active expertise on all contract/scope changes.
8. Manage all commercial correspondence and contractual notices.
9. Identify emerging problems and support in the management of disputes.
10. Establish appropriate compliance controls and audit regimes.
11. Lead the final account settlements on all projects.
12. Support demonstration of efficiencies and continual improvement of estimating.
13. Support pre and post contract procurement activities.
Job Skills, Experience and Qualifications
Essential
* Knowledge of railway and construction industry conditions of contract.
* Educated to degree level or equivalent and professional qualification.
* Experienced negotiator.
* Experience of resolution of construction contract disputes.
* 5 years relevant railway and/or construction experience.
* Knowledge of railway commercial contract management.
Desirable
* Experience of managing and developing a team.
* Good communication skills.
* Experience of contractors accounts.
