We are looking to appoint a Programme Manager to lead on the Lancashire-Wide Changing Futures (CF) project. The programme is a £77 million joint initiative by the Ministry of Housing, Communities and Local Government (MHCLG) and The National Lottery Community Fund. The programme is for local organisations to work in partnership to better support those who experience multiple disadvantages.
This is an important strategic system post focussing on multiple disadvantage and a priority task in the coming year will be to engage with strategic groups like the place based partnerships across Lancashire as well other key partnership groups e.g. Health and Wellbeing Boards.
The local Changing Futures budget is £1.9m and the post holder will be held responsible for accounting of this budget to our funders.
This is an opportunity to take on a critical Programme Manager role and bring tangible change to the project. You’ll be accountable for the management and delivery of the programme, taking a strategic lead and delivering system change. It’s a chance to work on your existing programme management skills and advance your career.
We’ll look to you to take accountability for the programme ensuring business outcomes, while ensuring all governance, risk, finances and resources are managed effectively. You’ll manage the programme in partnership with stakeholders, defining appropriate objectives, structure and scope. You’ll identify and manage the governance and controls, while making sure that all programme deliverables adhere to the agreed governance and risk frameworks.
You’ll also:
* Work with the delivery teams to make sure appropriate resources are assigned to deliver the programme
* Build, manage and maintain a positive working relationship with senior stakeholders across Lancashire, influencing decision making in line with business objectives
* Be accountable for programme level risks, assumptions, issues and dependencies
* Understand the impact other programmes may have and manage the dependencies
* Empower and lead teams through the project lifecycle, matrix managing a virtual team or directly managing your own team if needed
You’ll also need:
* Experience of managing and controlling costs to a budget successfully
* Experience of delivering strategic programmes
* Experience of delivering programme management
This is a full-time fixed term post for 12 months. Continuation of the post beyond this time would be subject to receiving further grant funding. Secondments will be considered, however, line manager approval must be obtained prior to application.
