Highways Inspector
We are currently assisting one of our clients based in Bedfordshire to find an experienced and available Highways Inspector.
What you will be doing:
1. Inspect and monitor the councils highway network to ensure it is maintained in a safe and serviceable condition and take action for non-compliance under Highways Act.
2. Inspect the integrity and structure of the council's highway network, determine any appropriate remedial action that is required and raise task orders instructing the council's contract to take action.
3. Inspect and monitor our highway contractor's work on the public highway to ensure compliance with permit requirements and the council's network management responsibilities.
4. Communicate effectively with Highways Traffic and Highways Improvement colleagues and stakeholders in the delivery of the service.
5. Keep accurate records of inspections and maintain and update Highways records.
6. Ensure the delivery of the Highways Maintenance Contract through the performance management of the appointed Service Provider.
7. Manage the contract by monitoring the provider's performance, ensuring that corrective measures are taken in cases of underperformance.
8. Monitor the provider's performance by undertaking inspections of completed works, and measuring their performance against contracted service standards.
9. Analyse performance information and produce reports, seek agreement on payments/deductions in accordance with agreed performance standards.
10. Provide advice on the Highways Maintenance Contract and to service colleagues, elected members, internal departments and members of the public and ensure effective communication with all stakeholders.
What you will need to succeed:
1. Highways Act 1980 and key highway authority responsibilities.
2. Steetworks legislation including New Roads and Street Works Act & Traffic Management Act.
3. Highway safety inspection.
4. Highway reinstatement methods and materials.
5. Works promoters' highway operations.
6. Health and safety as it affects works on the public highway.
7. Sound engineering knowledge of highway maintenance.
8. Knowledge and understanding of specialist area of engineering and associated IT systems, applications and packages.
9. Knowledge of use of engineering contracts for delivery of works.
10. Appreciation of performance management and quality in service delivery.
11. Appreciation of legal agreements and their use to secure improvements to the borough's infrastructure including its economic development and regeneration.
Previous experience in Highways is essential for this role.
