Full-Time Compliance Regulations Manager - Remote Post

Job Purpose
The postholder will lead a compliance and assurance program for CareTech Group Adult Specialist services across England and Wales. A key priority will be to establish and maintain strong relationships with all relevant external regulators and to provide expert advice and assistance in all care-related regulatory matters.
To support the implementation and management of quality assurance, inspection, and audit practices to provide assurance of the on-going quality and safety of CareTech adult services.
To monitor the processes and procedures that ensure the safety and welfare of all adults served by the company and to monitor practice at services, responding urgently and appropriately to any concerns that might arise.
To collaborate with clinical teams to align procedures with regulatory expectations, ensuring consistency in care delivery across the division.
To work closely with clinical teams to innovate care practices while maintaining regulatory compliance, balancing clinical needs with legal requirements.
To provide guidance on ethical dilemmas that may arise in the management of mental health care, such as issues related to consent, capacity and the use of restrictive practices
To work closely with operational teams and support senior managers and the executive to drive continual quality improvement within the company and to provide ongoing support and monitoring to ensure compliance and improvement against regulation and good practice guidance.
Knowledge, skills and experience
* The postholder must demonstrate understanding of regulation, quality, and contemporary adult social and health care service provision.
* Relevant and recent experience in a provider of similar size and complexity or as a regulator of social care provision.
* An up-to-date knowledge and expertise in safeguarding and relevant legislation.
* Promote high levels of quality in Services, monitoring compliance against internal quality KPI’s and external regulatory requirements;
* Constructively challenge operational practice and support an understanding of regulatory requirements, including working constructively with Commissioners and regulators;
* Make a key contribution to the Company’s business planning processes with particular reference to the resources required to achieve local and corporate quality assurance and effective risk management;
* Encourage open, honest, and constructive behaviour across all services.
* Excellent report writing skills and the ability to command professional respect from internal and external partners.
* Hold a relevant professional qualification or have experience in clinical environments that will instill confidence with all key stakeholders
Key Responsibilities & Accountabilities
* To assess the regulatory compliance of all CareTech Group adult services, recording and monitoring findings to ensure that people are safe.
* Excellent relationships are established and maintained with key external regulatory bodies, in particular CQC and CIW.
* Learning from operational practice is captured and used to inform future service developments.
* Best practices and standards are developed and maintained, and experiences from this are shared across the company.
* Registered managers are supported to deliver best practices and compliance.
* With colleagues, ensure that policies, procedures, practicesand compliance are developed, are up-to-date, and serve the needs of the Company’s mission, aims and objectives;
* Internal policy is developed and effectively implemented;
* All quality assurance frameworks are developed and effectively implemented in conjunction with operational managers.
* Provide service improvement guidance to operational and support teams to develop good practice.
* To contribute to the development of national and local strategies and operational plans that increase and enhance a performance culture across services that delivers robust evidence-based best practices.
* To provide the Director of Compliance with regular service reports on progress with improving standards and compliance, learning from safeguarding concerns, and to analyse quality and compliance patterns and trends across all services.
* To urgently advise the Director of Compliance of any emergency safeguarding issues and support the Executive Director for Adults in the investigation and embedding any learning from all incidents.
* To keep staff updated on changes in mental health regulations and ensure ongoing professional development.
* To ensure that all decisions are in line with legal frameworks, clinical best practices and organisational values
* To carry out investigations as required and to work in partnership with internal and external stakeholders to develop, implement, and monitor remedial action plans.
* To promote the corporate quality assurance agenda, ensuring that operational managers are supported to deliver required quality outcomes for regulators and commissioners.
* To communicate CareTech Community Services’ vision and values clearly in all aspects of the role.
* To develop a business culture based on quality that will deliver successful commercial outcomes that position CareTech Community Services as a leading industry provider of services for adults with complex needs.
* Support compliance with all regulations and submit reports following visits on compliance and service improvement plans to the managing director and the director of compliance.
* Carry out, as required, other duties consistent with the level of the post.
