Provide oversight and support the successful delivery for key areas of internal workforce, training and education (WT&E) resourcing.
Main duties of the job
The post holder will work closely with the Head of Resourcing (Operations Improvement) to drive key initiatives that support workforce, training and education (WT&E) internal resourcing. This includes:
* Development and delivery of a series of Strategic Reviews designed to ensure effective alignment and improvement of resourcing and functions. This includes ensuring that objectives, messages, milestones, tactics and channels are mapped and managed, working alongside partners within the Directorate and cross-organisation partners in NHS England.
* Supporting resourcing activities post transition of the 'Creating the new NHS England' programme such as establishment control and processes to help assure that efficiencies savings are safeguarded and design principles upheld.
* Timely and high-quality information management and flows and reporting including: PMO reporting (RAIDD and highlight reporting) into WT&E Directors and relevant governance fora.
* Risk and issue management alongside ongoing effective stakeholder management and relationships, using influence and improvement approaches to drive change and efficiencies.
* Line manage Resourcing Business Support Officer.

Knowledge and Experience
* Understanding of processes, policies and stakeholders within a complex environment.
* Understanding of the background to and aims of current healthcare policy and appreciate of the implications of this on engagement.
* Experience of budget management.
* Experience of working in a similar organisation / environment, and successfully influencing and managing stakeholders.
* An appreciation of the relationship between the Department of Health and Social Care and individual provider and commissioning organisations.
* Must understand the background to and aims of current healthcare policy and appreciate the implications of this.
* Experience of identifying and interpreting national policy.
* Experience of providing support and input into complex programmes.
* Experience of managing a team.
Qualifications
* Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area.
Skills
* Well-developed analytical skills, able to interrogate multiple quantitative and qualitative data sources.
* Able to exercise own judgement and make objective decisions using specialist knowledge and understanding.
* Ability to maintain concentration when required to switch focus to meet conflicting priorities.
* Able to provide and receive highly complex, sensitive and contentious information.
* Able to plan, monitor and adjust short-, medium- and long-term business and project plans, taking into account the overall strategic direction of the Organisation.
* Good analytical skills with an ability to analyse and consider complex information and develop a range of options.
* Able to translate strategic plans into operational frameworks.
