The Director of Safety will provide strategic leadership and direction to University leadership, their own Safety Services team and the wider University community. Working with colleagues delivering related portfolios in Health and Wellbeing, the Director of Safety will drive transformational change and foster a culture of health, safety, and wellbeing across the university.
Key Responsibilities, Accountabilities and Duties:
Strategic Leadership:
1. Develop and implement comprehensive safety policies and procedures.
2. Work with University leaders to integrate safety into the university's strategic goals.
3. Influence University leadership processes to ensure that a Health & Safety culture is fundamental and embedded.
Team Management:
1. Lead and manage the central Safety Services team, promoting service excellence and developing the competence of all those with health & safety responsibilities.
2. Provide direction and support to ensure efficiency and effectiveness.
3. Manage performance in accordance with University Policies and Procedures.
4. Manage the Safety Services budget within agreed parameters.
5. Identify potential safety risks and develop mitigation strategies.
6. Ensure that there is a regular programme of safety audits and inspections.
7. Oversee incident investigations and ensure corrective actions are shared and implemented.
Training and Development:
1. Design and deliver safety training programs for colleagues at all levels.
2. Ensure continuous improvement in safety performance through ongoing education and training.
3. Maintain up-to-date knowledge of industry best practices and regulatory changes.
Compliance and Reporting:
1. Ensure compliance with all safety-related regulators (HSE and others).
2. Prepare and submit required safety reports to regulatory bodies.
3. Maintain accurate records of safety incidents (events, accidents and near-misses), corrective actions and their completion.
Policy Development and Implementation:
1. Develop and ensure effective implementation of the university’s health & safety policy and procedures to ensure compliance with legal requirements and good practice guidance published by the Health & Safety Executive and HE sector bodies such as UCEA and USHA.
2. Advise the university’s leaders about health & safety aspects of their leadership and the integration of health & safety matters into strategy, plans and objectives.
3. Identify, influence, and analyse the impact of proposed new health & safety legislation and guidance, and provide briefings on the implications of changes in legislation, enforcement agency approaches, and actions.
Occupational Health & Safety:
1. Advise on the occupational health & safety implications of new and emerging science and research, and of capital and refurbishment projects. Encourage and facilitate the elimination and control of risks by design.
2. Devise and deliver programs of monitoring, auditing, and performance measurement to assure the Board that health & safety management arrangements are robust and compliant.
3. Act as the University’s main contact and liaison with health & safety enforcement agencies and be responsible for complying with statutory reporting requirements for accidents and dangerous occurrences and advise on the licensing and regulatory control of substances.
Support and Advice:
1. Provide information, advice, and support to all those with health & safety responsibilities, including interpretation of legal requirements, and maintain a website and library of relevant documents.
2. Manage the central safety team in service delivery and promote and develop the competence of all those with health & safety responsibilities.
3. Provide appropriate reports to and service university health & safety advisory groups, committees, and working parties, and advise the University Health & Safety Committee.
4. In collaboration with colleagues in People, analyse health & safety training needs, and contribute to the design and delivery of health & safety training.
Records and Reporting:
1. Ensure that all records relating to accidents, exposure to harmful agents, incidents, and investigation reports are compiled and maintained. Lead on the investigation of more significant events and prepare statistical analyses and interpretation of data for the Board and university committees.
2. Represent the university on health & safety working parties within the sector and regionally, and promote its reputation as a health & safety leader.
3. Corporate membership of, and continuing professional development record for, at least one relevant institute or professional organisation.

We are looking for a highly skilled and experienced Director of Safety, we want a candidate that has experience of:
* Science degree and post-graduate health & safety qualification.
* Extensive experience, knowledge and implementation of strategic and operational health & safety management in a complex organization.
* Strong knowledge and understanding of safety regulations and compliance requirements.
* Familiarity with and ability to interpret a wide range of legal requirements in the context of a research-intensive university.
* Experience of managing a team of professionals and delivery of a strategic plan and objectives.
* Corporate membership of, and continuing professional development record for, at least one relevant institute or professional organisation.
* Extensive experience in safety management, with strong experience in a leadership role.
