Ideal candidates will be familiar with planning, infrastructure and development funding and have a good working understanding of the Community Infrastructure Levy (CIL) regulations and Section 106 (S106) contributions. Working as the CIL and S106 Monitoring Officer you will join a growing team proactively leading on the recording, collection, monitoring and reporting of community infrastructure levy revenue and S106 financial and non-financial obligations to enable delivery of local and regional infrastructure required to support growth. As the CIL and S106 Monitoring Officer you will provide support in keeping the organisation’s systems and processes up to date to enable efficient monitoring and spend of developer contributions. You will work with service areas and members to realise the benefits of the organisation having one the highest CIL rates in the country. DUTIES Your duties as a CIL and S106 Monitoring Officer will include: Having a day-to-day operational role in the recording, collection, monitoring, processing and reporting of community infrastructure levy revenue and s106 financial and non-financial obligations on the Exacom monitoring system Processing cases that require specialist expertise and judgement, developing relevant standard operating procedures, protocols, and guidance Ensure compliance with planning obligations, managing financial transactions associated with CIL and S106 agreements Working within statutory, Council and Government guidelines and ensuring statutory compliance in the delivery of the service, including issuing of notices within deadlines Providing support to enforce non-payment of CIL and financial S106 planning obligations, and compliance with non-financial S106 planning obligations Solving problems and managing moderately complex cases, taking decisions, applying discretion and judgement in relation to the policy guidelines Providing advice to customers, responses to legal enquiries in relation to the discharge of S106 planning obligations and support to development management officers on the liability of development to CIL Maintaining an up-to-date knowledge of legislation and working practice in CIL and S106 monitoring and collection including updating thresholds, rules, scripts, developing best practice and contributing to continuous improvement in service delivery Identify improvements and efficiencies in the management of Developer Contributions within the team and across the wider organisation CANDIDATE REQUIREMENTS Excellent IT skills including Microsoft Word, Outlook, PowerPoint and Excel Experience of using relevant technology and software for management of Developer Contributions Excellent written and verbal communication skills, including presentations, with an ability to vary style to meet the needs of the audience Effective report writing skills, able to make recommendations for decision making Ability to actively listen in order to extract and assess the important information, ask pertinent questions in order to seek clarification Working knowledge of the legislative frameworks surrounding developer contributions Experience of successfully resolving issues that require an element of judgement Experience of identifying, developing and delivering opportunities for improving the service Experience of supporting projects to successful outcomes BENEFITS A generous annual leave entitlement of 31 days (rising to 36 days after 5 years continued local government service), plus Bank Holidays An excellent local government pension scheme An employee assistance programme including 24/7 wellbeing helpline A range of local & lifestyle discounts Use of a free onsite gym Salary sacrifice car & cycle to work schemes And much more APPLY TODAY… By submitting your job application to us you are hereby giving us your express consent to submit your details to our Client for this purpose.
