Description
BMA is seeking a CBRN Analyst (Nuclear Defense) III to join our team located at Aberdeen Proving Ground, MD.
Job Summary
Serves as a CBRN systems subject matter expert providing technical guidance and information to meet requirements. Works independently with minimal guidance on complex projects and assignments. Tasks require expert level application of established methods, procedures, techniques, criteria, and programs with completed work reviewed for soundness of analysis, the suitability of methods used, and for conformance with organizational analytical procedures and practices. Programs and issues may present problems not susceptible to resolution by accepted methods and/or may require application of new developments and theories. Applies knowledge and expertise to support planning, coordinating, arranging, managing, and conducting test events, data collection, and evaluation efforts. Conducts collection, analysis, integration, categorization, and summarization of technical program data. Develops briefings, information papers, and reports that explain and support program initiatives, solutions, and investments. Evaluates, selects, adapts, and modifies standard techniques and criteria. Considers data from a variety of sources to compile information. Reviews, conducts, and evaluates routine sampling, surveys, inventories, data, and findings. Monitors operations to identify and rectify problems; monitors issues pertaining to project compliance, schedule, and corrective actions; evaluates adequacy of controls and corrective measures; and identifies and makes recommendations on determinations of alternate measures. Prepares, coordinates, and/or reviews the preparation of plans, reports, forms, schedules, and milestones. Supports the complete coordination of meetings to include organizing, scheduling, and administration support, proposing agenda topics, tracking resulting action items, and coordinating development of presentations.
Clearance Requirements
There is a Secret security clearance requirement upon hire for this position.
Required Skills & Certifications
* Bachelor's degree in Chemistry, Biology, Physical Science, Engineering, Operations Research, or other closely related technical discipline.
* Fourteen (14) or more years of progressively responsible experience in the management of chemical, biological, radiological, nuclear (CBRN) acquisition programs.
* Three (3) years as a team leader of an acquisition project.
* Five (5) years as a practicing analyst responsible for a functional area of a CBRN acquisition program.
* Experience must demonstrate each of the following:
o Knowledge of the Material Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, and Production and Deployment phases of the acquisition process.
o Sufficient familiarity with modern qualitative and quantitative analysis tools to apply to the solution of problems and to provide guidance on the selection and use of such tools.
o Advanced knowledge of modeling and measuring techniques, mathematics, statistical methods, engineering methods, operational mathematics techniques, and other principles of scientific and economic disciplines in determining solutions.
o Knowledge of systems integration techniques, system trade-off analysis, and/or program planning.
* Additional Specialized Experience includes supporting Operational effectiveness evaluation of Chemical-Biological Defense systems, subsystems, and components (i.e., Integrated Base Defense Family of Systems, etc.) to include:
o Conduct of developmental test (DT), operational test (OT), and evaluation methods to include T&E planning, test execution, data collection during test, evaluation of test or modeling data, and development of evaluation analysis plans and reports.
o Interpretation, application, and integration of system acquisition documentation in the development of system acquisition products for T&E to include Department of Defense (DOD), Army, and ATEC regulations, pamphlets, instructions, and guidance.
o Application of system-level metrics at various stages of the acquisition process to include the Material Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, and Production and Deployment phases.
o Test methods, infrastructure, and capability gaps related to system/program testing and processes.
o Oral and written communication to include briefings and writing technical papers such as evaluation plans, evaluation reports, test plans (TPs) (DT or OT), and safety documents.
