An exciting opportunity has arisen to join the Transformational HR team at Humber and North Yorkshire Integrated Care Board (ICB) on a 12 month fixed term contract or secondment due to additional short term funding. The successful candidate will be integral to the team as we work towards transforming and re-shaping the internal HR and OD service and providing a high quality, responsive service to all our employees and managers.
The Transformational HR Team is part of the ICB's wider People Directorate, which provides system leadership and collaboration opportunities to deliver People initiatives across all sectors, professions and backgrounds across the Humber and North Yorkshire Health and Care Partnership.
This is a varied, exciting, challenging but most of all hugely rewarding role. The HR Manager will provide visible, credible and effective HR expertise in order to deliver a high quality service, forging strong relationships with stakeholders internally/externally, and building the reputation of collaborative partnership working and innovation in the provision of HR services.
Main duties of the job
As a key member of the HR team, you will be responsible for the provision of high quality strategic and operational workforce support to ensure best practice HR management and the pro-active resolution of employee relations issues across the ICB using a restorative approach that promotes fairness and allows the organisation to grow and learn.
You will be responsible for building and maintaining effective relationships with internal and external partners to develop, implement and advise on best practice to maximise the workforce contribution to the ICB and improve employee experience. This will require you to provide expert advice and support across a wide range of highly complex and highly sensitive employment matters where there may not be an existing precedent.
You will have responsibility for the development of HR policies and practices to strengthen line management capability, provide advice and guidance on complex employee relations cases and lead on complex organisational change programmes.

NHS Humber and North Yorkshire Integrated Care Board (ICB) is responsible for planning and arranging the provision of NHS services to meet the diverse health needs of a population of 1.7 million people. Our area reaches over 1,500 square miles and includes the cities of Hull and York and the large rural areas across East Yorkshire, North Yorkshire and Northern Lincolnshire. The ICB is part of the Humber and North Yorkshire Health and Care Partnership, one of 42 Integrated Care Systems (ICS) across England to meet health and care needs, coordinate services and plan in a way that improves population health and reduces inequality between groups. The Health and Care Partnership comprises of NHS organisations, local councils, health and care providers and voluntary, community and social enterprise (VCSE) organisations.
Job responsibilities
The post holder will work autonomously to:
1. Provide senior HR support to managers within the ICB and ensure the provision of expert, customer focused HR management advice, offer guidance on human resources policies, support organisational change and other workforce productivity initiatives.
2. Advise and support managers and staff, providing a specialist interpretation of national terms and conditions of service, local policies and procedures and National workforce initiatives.
3. Ensure that practice which is not in line with sound HR principles is challenged and work with line managers to identify and implement alternatives.
4. Develop, implement and monitor workforce change programmes and HR policies/procedures to enable the organisation to achieve its strategic objectives.
5. Influence and drive business thinking and develop HR approaches that support operational business objectives, organisational design and resource plans and advise and support the implementation of workforce change processes as appropriate.
6. Support further development and embedding of a just and learning culture within the organisation.
7. Work as part of the HR team to develop, implement and monitor all aspects of the workforce strategy for the ICB and workforce capacity plans; contributing to short, medium- and long-term business plans to achieve quality outcomes.
8. Contribute to the strategic planning of HR projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.
9. Provide senior HR leadership within the HR team and the organisation.
10. Lead on employee relations casework, providing specialist HR support to investigating officers, undertaking disciplinary, grievance and performance processes and managing other aspects of employee relations in line with ICB policies.
11. Initiate, chair or participate as necessary in meetings, interviews, negotiations etc.
12. Where necessary, support the organisational process where an individual has submitted Employment Tribunal paperwork.
13. Develop and maintain positive relationships with staff side representatives and Trade Union full time officials, including proactive communication of relevant HR issues.
14. Promote the implementation of equal opportunities and diversity in the workplace, providing leadership to managers and directors on equality and diversity issues relating to employment.
15. Take the HR lead on complex and/or large-scale organisational change initiatives (including TUPE) and ensure that the HR aspects of such projects are delivered effectively.
16. Lead a range of diverse HR projects and programmes of work to help deliver the HR agenda.
Person Specification
Experience
* Expert knowledge of key current issues in the field of HR & OD and the ability to interpret and apply knowledge to the ICS workforce strategy.
* Significant experience of dealing with complex HR matters.
* Experience of working to develop the business and successfully developing relationships with customers.
* Significant experience and proven track record of dealing with complex change programmes.
* Significant and varied experience working with trade union colleagues.
* Extensive experience of successfully operating in a politically sensitive environment.
Qualifications
* Highly specialist level HR knowledge, training or experience of more HR specialist topics to level 7 and/or masters level acquired through degree and professional HR qualification/membership (Chartered Member CIPD).
* Evidence of post qualifying and continuing professional development.
* Member of relevant professional body (CIPD).
Skills and Attributes
* Must be able to provide and interpret highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
* Negotiate on difficult and controversial issues including performance and change.
* Proficient in IT and keyboard skills.
