Job overview
The Lincolnshire Mental Health, Dementia, Learning Disability and Autism (MHDLDA) Alliance has identified that to deliver on our ambitions of people living well in their communities, a more strategic approach is needed surrounding housing, and partnerships across the Lincolnshire Integrated Care System (ICS) need to be developed and enhanced to meet this need.
As part of the MHDLDA Strategic Development, Innovation and Integration Hub, this role will seek to address mental health and housing needs and work with partners to integrate services and strategies across housing, health, and social care.
We are seeking a strong, experienced leader who has specific housing expertise to work within the Lincolnshire ICS to drive forward the agenda identified by the Lincolnshire joint accommodation strategy group and to lead the development of a housing strategy, the associated workstream, and plan.
You will have experience of working with a wide range of stakeholders, encourage collaboration within and outside of LPFT, and identify opportunities for future collaboration and transformation; aligning with the priorities identified by the MHDLDA alliance.

Key Responsibilities
1. Lead the development of a housing strategy and associated workstream and plan.
2. Lead Lincolnshire Partnership Foundation Trust’s (LPFT) work to ensure that the trust is optimising patient discharges as they relate to housing and that there is a reduction in the number of patients without appropriate housing, including reducing delayed discharges from hospital.
3. Be a key and active member of the Lincolnshire joint accommodation strategy group.
4. Provide detailed and comprehensive reports to the MHDLDA Joint Delivery group outlining delivery, progress, and risks.
5. Lead the strategic engagement with partners across the Lincolnshire Integrated Care System to develop strong partnership working and deliver on greater integration pertaining to housing.
6. Plan and facilitate group discussions and workshops which lead to constructive outcomes.
7. Demonstrate the ability to persuade and negotiate when conflicting views need to be brought to a consensus conclusion.
8. Be the Lead Professional for Housing and any future housing support team, ensuring that professional standards are defined and met.

Detailed job description and main responsibilities
1. Lead the development of the Lincolnshire MHDLDA Alliance Housing Workstream, including the development of a housing strategy.
2. Be a key member of the joint accommodation strategy group and support the activities of the sourcing group.
3. Create and lead forums for housing development initiatives.
4. Provide reports to the Mental Health and Dementia Joint Delivery Group on the workstream delivery, progress, and key risks.
5. Lead the strategic engagement with external partners to develop partnerships needed for greater integration of mental health and housing services.
6. Lead the Trust’s work on optimising patient discharge solutions as they relate to housing.
Person specification
Qualifications
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in a specialist area.
* Post-graduate degree in Management Studies or similar qualification/comparable experience.
* Chartered membership of the Chartered Institute of Housing (CIHCM).
* Qualification or equivalent experience in Programme and Project Management methodologies such as PRINCE2 (Practitioner level).
Experience
* Demonstrated experience of leading organisation-wide change programmes and projects in complex and challenging environments.
* Experience of working with senior stakeholders, managing their expectations and reporting progress.
* Demonstrated experience and understanding of housing systems, services, and provision.
* Understanding of the public sector and importance of a system-wide approach to improving health.
* Demonstrated experience in a Housing or Healthcare environment working at the interface between sectors and organisations.
* Experience of creating and giving presentations to various stakeholders.
* Experience of creating successful partnerships and managing stakeholder relationships.
* Experience of setting up and implementing internal processes and procedures.
* Knowledge of Financial Systems and experience of procuring services.
* Experience of working at a senior level within the Mental Health, Learning Disability, or Autism sector.
* Experience of developing and delivering housing strategy and work programmes across multiple organisations.
* Experience of working within Local Authority housing sectors.
