This is an exciting opportunity to join a busy and dynamic team, supporting ICSs in their development and to deliver the best outcomes for their populations. The post holder will be responsible for a portfolio of projects aimed at developing and supporting integrated care systems in the region. It will require close working with, ICSs across the region, other regional colleagues and national NHSE teams. You will need to lead and deliver work, creating momentum to move systems forward, delivering on phase 2 of the ICS development programme. The postholder will be skilled in building trusting relationships quickly and working closely to ascertain and deliver support needs for systems. The following skills and experience will be key;
• Coordinating subject matter expertise to bring systems the best knowledge and facilitate the sharing of best practice
• Ability to work flexibly, responding rapidly to changing priorities: designing, implementing and supporting projects.
• Ability to draft Board-level presentations, policy briefings and reports - and feeding into discussions to take these forward.
• A good knowledge of policies existing and emerging and ability to apply this knowledge in the support of system implementation.
• Ability to lead and work to deliver multiple concurrent streams of work, both independently and through the team, working alongside senior leaders.
This role is a high profile one working closely with the 7 ICSs in the South West region, supporting them in the delivery of phase 2 of the ICS Development Programme – this builds on supporting ICSs in establishment leading up to and during 2022, and moving into further system maturity and consolidation. This includes supporting systems to deliver their strategic priorities, as set out in the Joint Forward Plans, alongside operational and financial plans. The role involves close working not just with the ICBs but the wider ICS as well. The senior programme lead has line management responsibility for the programme manager, will deputise for the Deputy Director of System Co-ordination as required and has responsibility for maintaining close links with the national system architecture team. This role sits within the System Oversight and Co-ordination Directorate of the regional team and as such, close working with directorate colleagues to support the delivery of system priorities and support system co-ordination intelligence and activities is key.

The ICS development programme includes supporting systems with the development of their JFPs and the ICS Strategy that feeds into this, the implementation of national policy and guidance relating to the development of ICSs, ICP development, Board Development, ICB governance, Provider Collaborative development, Place, VCSE development across the region and system organisational design. The ICS development portfolio can change dependant on the development of national guidance and policy. The development of close working relationships with both ICS and national colleagues across a range of workstreams is key, as well as the ability to take a team of teams approach to delivery with regional colleagues. In particular the post holder is likely to have a focus on the delivery of the place, board development, JFP and organisational design workstreams as well as holding responsibility for links with specific systems.
