An opportunity for a Compliance Manager has arisen within the Estates & Facilities Division of Manchester University NHS Foundation Trust (MFT). The post holder will support the Associate Director of Compliance, Risk & Governance (E& F) and the Group Director of E& F in leading the E& F Compliance, Risk, and Governance agenda, to ensure that E& F services across the whole of the MFT estate are provided in a compliant fashion, with all known risks recorded and appropriately managed.
The post holder will support in the development and implementation of the E& F strategy for Compliance, Risk, and Governance. They will assist in the development of compliance-based services and provide assurance on compliance with legislation, national guidance, internal policies, and procedures. The role will require strong interpersonal and organisational skills to manage and prioritise workload, taking a collaborative approach to working with other members of the team and a variety of stakeholders across the Trust, including in-house teams, PFI partners, and Authorising Engineers.
The role will primarily be aligned to site at WTWA; however, the post holder will also support the wider E& F Compliance, Risk and Governance team across all sites covering all areas of E& F compliance as and when required. You will require excellent communication skills in order to liaise with hospital/managed services senior leadership teams and ensure that high standards are consistent across MFT.
Main duties of the job
The post holder will support the division in ensuring the Trust Estate is compliant in terms of Statutory, Mandatory, Regulatory, Best Practice, HTM and other relevant standards, including providing advice on compliance implications of any Department of Health or Health & Safety Executive initiatives or changes in legislation.
Liaising with Authorised/Responsible Persons, Authorising Engineers, and Independent Advisors to ensure that the Technical (Estates Hard FM) and Facilities (Soft FM) services, both outsourced and in-house, are compliant with the required specification and standards, and any gaps are appropriately recorded and where necessary. The role will include supporting the division in the development and review of a variety of documents including policies, safety plans, procedures, compliance audits, and performance reports, along with supporting the Heads of Service in the development, maintenance, and management of registers of Compliance.
The post holder will Chair site safety meetings and where new and emerging risks are identified support the Heads of Service to ensure all compliance-related risks are captured and appropriately escalated, developed, reviewed, and managed. In addition to site-based safety meetings, the post holder may be required to produce reports and attend MFT-wide committees relating to compliance, risk, and governance on behalf of the Associate Director of Compliance, Risk and Governance and Head of Compliance, Risk and Governance (E& F).
