Responsibilities The primary purpose of this position is: To serve as the civilian Deputy Director for the 352 SOW Wing A3 Operations Division, exercising management authority over the Wing's A3 Operations Staff. The position serves as the deputy supervisor of all officers, non-commissioned officers, GS and contract employee personnel assigned to the A3 Operations Division. Plans, organizes, and oversees the activities of A3 Staff Operations. Provides executive level guidance and support, directing and monitoring organizational objectives, policies, and procedures for the Commander and provides oversight for organizational elements at the Commander's level and lower levels. Exercises supervisory personnel management responsibilities. Represents the organization at executive level meetings within the government, with higher headquarters, and with contractor/industry representatives. Presents the status of key air and ground operations initiatives at strategic planning activities involving the 352 SOW. Serves as the alternate SOCEUR Alternative Compensatory Control Officer. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams. Ability to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigations, schedule and cost trade space, and performance trade space. Skill in communicating both orally and in writing, clearly, concisely, and with technical accuracy including ability to advocate and justify verbally, and in writing proposals and decisions to the highest executive levels necessary. Ability to persuasively interact with other senior management personnel from all branches of the service, as well as Host and Partner Nation agencies, to negotiate major issues of importance. Knowledge and skill in the current application of Joint resources and expertise as it applies to SOF air and ground activities. Knowledge of Joint weapons systems capabilities, limitations, focus, tactics, strategy, and processes. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, rescue, security cooperation, PPBS, acquisition, special operations, or similar operations. Knowledge of the relationship of the United States Special Operations Command (USSOCOM) entities involved in overall planning and execution of military operations and evaluations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
