Role: HEALTH AND SAFETY MANAGER Location of post: Magheralin, Northern Ireland Role Purpose: The Health and Safety Manager will: Be responsible for providing governance, direction, leadership, coaching and advice on health and safety matters. Ensure the development and promotion of a world class safety culture on site through the implementation of the company health and safety strategy in conjunction with the wider business health and safety team, the site management team and all our employees. Responsibilities: Relationship Development Develop strong and collaborative working relationships with the site management team and employees, providing guidance, support, coaching and leadership on all H&S matters and utilising these relationships to assist with embedding a world class safety culture throughout the business. Operate at all times with professionalism and integrity, ensuring that independent advice is provided to the site management team on all health and safety matters. Develop an effective and collaborative working relationship with the trade union representatives on site, ensure that there are regular meetings and opportunities to review H&S standards within the site and to engage the wider workforce in establishing a world class H&S culture. Lead the Health and Safety committee on site, ensuring effective communication, constructive interactions and clear understanding on the roles and responsibilities of the committee. Develop strong and collaborative working relationships with members of the wider health and safety team across the business and the company senior management team. Liaise and build effective working relationships with external organisations such as regulatory bodies, safety management system auditors and insurance companies. Proactively work with the site management team and the capital projects team to build and develop effective working relationships with external contractors, to review, identify and develop safe systems of work for third party interactions with the business. Develop and maintain strong relationships with all functions including H.R, Engineering, Production, CI, Food Safety & Quality, Finance, Commercial and IT. Operational Requirements Provide support and guidance to the site management team on health and safety matters including the development of site annual H+S KPIs ensuring alignment with business H+S KPIs. Benchmark site H+S performance indicators against Leprino sites and industry standards. Use technical analysis of key safety performance indicators while interpreting performance trends to identify, develop and lead appropriate improvement programmes within the site, working with the site management team and employees to drive continual improvement. In conjunction with the site management team maintain an effective health and safety management system to ensure the site maintains ISO 45001 accreditation. Develop an annual health and safety plan ensuring alignment of this plan with business health and safety strategy objectives. Drive implementation of this plan site wide in conjunction with the site management team. Work with the wider business health and safety team on the prioritisation of action plans outlined in the business health and safety strategy. Undertake coaching with the site management team and employees so they understand their health and safety responsibilities and constructively challenge the team to improve their performance were required. In conjunction with the site HR team and Department Managers ensure the development and implementation of H+S training programmes. Work with the HR team on the review and development of the site occupational health programme. Collaborate with the Management Team, HR and Occupational Health support to provide advice on health and safety practices that will encourage health promotion, improved well being and reduced risk to employees health. Develop and lead initiatives to develop an effective H+S behavioural culture programme. Lead on site improvement, awareness and engagement programmes. Act as the responsible person for all health and safety matters across the site, identifying and responding to current legal and best practice requirements. Develop a suitable site audit plan and undertake regular audits across all areas, monitoring compliance with the site health and safety management system and business/ local working practices/procedures, ensuring appropriate corrective action is identified, prioritised and taken as required. Develop and manage the site risk assessment programme with the site management team to agree and manage prioritised programmes to reduce risks. Provide technical expertise in the investigation of accidents and incidents, with regards to root cause analysis, breaches of legislation, actions for future prevention and improvement. Coach and mentor, the site management team to enable effective investigations for all types of incidents. Ensure with the site management team that regulatory requirements are adhered to and keep up to date with new safety legislation and standards. Support the CI strategy and initiatives on site, ensuring that CI processes are used to support the H&S strategy. Establish and manage the site H+S budget. Participate in project planning and execution to ensure the health and safety dimension of site projects (CAPEX or continuous improvement) is fully considered at all project stages and changes are planned and implemented accordingly. In conjunction with the site management team develop and maintain the emergency response and business continuity system. Represent the site where necessary in instances involving enforcement agencies such as the HSE NI, to provide detailed and accurate information and explanations as necessary with regards to investigations and potential enforcement actions mitigating the potential impact of interventions. Liaise with the company insurers to help defend and advise on ongoing public and employer liability claims. Operate and contribute as an effective member of the Site Senior Management Team, including weekend cover as part of a Duty Manager rota. Desirable Chartered Membership of IOSH or working towards this. Train the Trainer Certificate Lean Manufacturing training Experience Essential A minimum of 5 Years post qualification experience in a large-scale manufacturing operation with responsibility for health and safety. Hands on experience in conducting Inspections, Audits, incident investigations and root cause analysis. Desirable H+S Management experience in a Food manufacturing and logistics/warehousing environment. Experience in implementing behavioural safety programmes. Continuous Improvement / Lean manufacturing processes Specialist Knowledge Essential Excellent knowledge of Northern Ireland Health and Safety Legislation. Desirable Knowledge of Health and Safety Management Systems and good practices. Knowledge of UK and EU Health and Safety Legislation.
