Job Description:
Leicestershire County Council is looking to appoint a Finance Support Assistant post within Finance Operations (Corporate Resources Department), supporting Adult Social Care (ASC) and Health, working within the Debt Resolution Team.
The role is to undertake the affordability checks relating to the re-designed and improved Third-Party Top Up fees for Residential care homes. A Third-party provider payment is the difference between the weekly cost of the home and LCC banded rate, which we subsequently recover from the Third Party.
The role will be integral to our large progressive and diverse team and will work in a fast-paced and modern finance environment to enable the collection of £42m of social care income across thousands of Service Users, and £160m of expenditure per annum to hundreds of social care providers and customers.
As part of the Debt Resolution Team, you will be responsible for your own worklist/ledger. You will support our customers in resolving debt-related issues and disputes. Your experience in collections or credit control will be key. The role is to process an online calculator aimed at reducing the level of third-party debt.
You will be client-driven, understand the fundamentals of finance and debt processes, and be motivated to deliver change.
This post will provide an excellent opportunity to gain experience and understanding of Local Government Finance by being a member of Corporate Resources, collaborating with key stakeholders and partners across all levels.
About You:
We are looking for someone who is enthusiastic, focused, and committed to:
* Reducing Third Party debt by ensuring those nominated to pay a top-up are best placed to do so.
* Having strong analytical skills to drill down into financial data.
* Possessing strong customer skills, as the role will involve regular contact with Social Services and members of the public.
* Working with service areas to identify the root causes of invoice queries, improve query resolution, and reduce delayed payment.
* Building strong working relationships with service areas and customers to aid improved query resolution and timely collection of debts due.
* Having essential IT skills, particularly Excel, and the ability to communicate effectively in writing, face-to-face, and by telephone, including managing challenging conversations.
* Demonstrating strong time management skills with the ability to manage a portfolio of accounts.
You must also have an understanding of, and commitment to, equal opportunities, and the ability to apply this to all situations.
