Job description This is an exciting time for the WRA as it moves from its start-up years to becoming a more mature organisation, growing, and taking on new areas of work. WRA is leading on the implementation of a new visitor levy for Wales, and in preparation for the new tax we are modernising how we deliver and organise our services. As WRA is growing it is time for us to rationalise how we deliver to the public, and we are becoming a service orientated organisation (as opposed to rationalising by tax) so that we can successfully expand for visitor levy and allow us to prepare for other potential new things in the future. We expect this role to be somewhat hybrid between product management and service ownership, developing over time. This is new territory for the WRA and we need someone experienced to help shape how we do this, and to help us think how we can make the most of service owner and product manager roles in a small organisation, and how we develop capability in these areas. We need someone who is flexible and adaptable, and who is willing to embrace change. Your specific areas of responsibility will vary over time as services evolve, or as visitor levy develops and WRA matures as a service orientated organisation. You will initially lead as product manager on one of the WRAs emerging services, enhancing our current products and creating new functionality required for National Registration and visitor levy, and taking these from discovery all the way through to live and then continuous improvement phases. As senior product manager you will work within the teams to define, explain, and iterate product visions that are compelling to your users, team and stakeholders. You will plan the work for multi-disciplinary teams, helping to build and deliver ambitious product roadmaps. You will make decisions as to what changes / features / work to prioritise in the development of the products. You will be responsible for collaborating with prospective and current users to understand and anticipate their needs; identify, prioritise and communicate changes in their requirements; pitch ideas for product features; feed into the development of user stories and be a primary contact between the multi-disciplinary teams and stakeholders. You will work collaboratively across multiple teams with a mixed team of civil servants and contractors collaborating with an Agile approach. You will ensure that best practice for policies, processes and operational convergence are embedded into the designed cross departmental system and service model. You will be a member of our Service Delivery Leadership Group (SDLG), and as such you will provide visible and effective leadership, leading the business change management activity for your product. You will build strong networks both internally and externally to support and facilitate the change. You will assess and understand the impact on users to improve the likelihood of their adoption of the change and influence them at each stage of their journey.
