The Role:
As Strategic Procurement Officer you will enjoy a varied range of responsibilities. We will look to you to deliver effective coordination and use procurement resources across our current partners, while also sourcing new providers to meet the demand for temporary housing.
It is a role in which you will make a real difference. The main goal is to secure affordable and safe accommodation for residents. You will play a vital part in securing flexible, affordable lease opportunities and properties for both short and long-term use.
Developing a deep understanding of the temporary accommodation (TA) supply market, you will identify new strategic sourcing opportunities, including potential to procure TA units. Keeping an eye on legislative developments in the TA sector, you will oversee governance and decision-making when the Council selects suppliers and contracts, and brings new TA providers on board.
We will also expect you to develop long-term procurement strategies, plans, policies, systems and processes, so that TA procurement across Kensington and Chelsea is more effective, responsive and cost-efficient than ever. About You:
To succeed in the role you will need to be highly organised, with a keen eye for detail and a strong focus on finding solutions to challenges. This is a customer and supplier-focused post, so excellent communication and listening skills are essential – from influencing and negotiating with suppliers, to producing high quality reports and analysis. You should be used to dealing with people at all levels – ideally, within a local authority or housing association environment.
You may have a background in housing, temporary accommodation or lettings. While you do not need a procurement qualification for this role, it would certainly be an advantage. You should be able to demonstrate knowledge of procurement methods and legislation, together with an understanding of the legal issues associated with services and goods contracts. Naturally, we also expect you to be proficient in maths, finance data and numerical data.
