Role Overview This is a unique opportunity to shape and lead Birmingham City Council’s Pay, Policy, and Job Evaluation Compliance function, ensuring a people-first approach thar underpins every aspect of delivery. As a strategic specialist, you'll play a pivotal role in designing and delivering future-focused, compliant, and innovative people strategies that directly support the Council’s strategic objectives. With a strong focus on equality, fairness, and legislative alignment, you'll influence key decision-making through evidence-based insight and comprehensive workforce analysis. You will lead on the development of total reward strategies, oversee job evaluation and pay compliance processes, and drive continuous improvement across all contractual and pay frameworks. Acting as a strategic partner, you’ll work closely with senior leaders, Trade Unions, and key stakeholders to ensure transparent and fair outcomes for all employees—supporting the Council to attract, retain, and reward talent while minimising risk and ensuring long-term value Key Responsibilities Lead the strategic delivery of pay, policy, and job evaluation compliance, ensuring alignment with legislation, council terms and conditions, and best practice. Design and implement total reward strategies, including pay modelling, equal pay audits, and the annual Pay Policy Statement, to support evidence-based workforce planning. Act as the strategic lead for job evaluation, ensuring a fair, transparent, and legally compliant process that upholds equal pay principles. Partner with Trade Unions on collective agreements, including the annual pay award, ensuring financial and organisational impacts are fully understood and reported. Monitor and report on the effectiveness of reward and compliance initiatives, using data insights to drive continuous improvement and mitigate risk across the Council About You A strategic and experienced people professional with a strong background in pay, reward, policy, and compliance within complex, unionised environments. Bringing extensive experience in leading initiatives that shape and evolve people policies. Adept at diagnosing organisational needs and translating insight into evidence-based solutions that align with broader people strategies. Skilled in managing high-impact projects, navigating conflicting demands, and delivering innovative, future-focused outcomes. Combines excellent interpersonal, influencing, and communication skills with a data-led mindset to drive continuous improvement. Comfortable providing high-level advice and guidance on reward and job evaluation, with a deep understanding of how to align policy with operational and strategic goals.
