Job Title: Head of Commercial
Our client is looking for a Managing Quantity Surveyor or Commercial Manager to join them as the Head of Commercial. The role will support the Commercial Director in the delivery of the development, strategic and operational commercial activity.
Work with and influence Heads of Service to ensure desired commercial outcomes for the business are optimised including:
1. Ensuring timely and effective delivery of commercial projects/programmes of works
2. Cost planning, tenders/quotes, cost control, and cost forecasting
3. Cost value reconciliation, commercial/business opportunity reports, cash flow forecasting
4. Contractual commercial controls and change control
What you will be doing:
1. Develop a deep understanding of the commercial operating plan and business strategies. Understand the cost/value drivers of the business, identifying profitable internal/third party workstreams and ensuring that effective commercial forecasting is embedded across all business work streams.
2. Manage the Commercial & Estimating Team and ensure effective progression of commercial goals and objectives. Work with the Business Development Team so that identified business streams/opportunities are subject to robust appraisal and meet criteria for business growth, profitability, and opportunity/risk profile.
3. Lead/contribute to commercial team initiatives, and development of new commercial processes and procedures as directed by the Commercial Director.
4. Establish and maintain excellent working relationships with internal/external stakeholders and contractors. Maintaining an awareness of both internal and external factors which impact the business.
5. Work collaboratively and closely with the Finance and other Departments as required to optimise commercial outcomes for the business. Lead on Monthly CVR, Governance, and other Commercial Department Reports.
6. Support all employees of the business to develop and maintain appropriate commercial skills and knowledge and build experience. Develop metrics (KPIs etc) aligned to proactively monitor commercial performance at the project team, Commercial Department, and for wider business comparison.
7. Develop metrics aligned to proactively monitoring contractual/Framework obligations. Coach and act as a mentor developing the commercial expertise of colleagues, assisting with achieving individual performance targets and developing future potential.
8. Support all members of the Commercial Department in building understanding and adopting commercial/wider business policies and procedures and contractual obligations.
9. Allocate appropriate resources to ensure compliance with business procedures and contractual obligations in relation to identification and processing early warning notices, compensation events, notices, and other changes/claims are progressed in accordance with contractual and other agreed timeframes/KPIs.
What you need to know:
1. Degree in Commercial Management / Quantity Surveying or other relevant qualification combined with strong highways and/or civil engineering experience.
2. Experience and ability to work autonomously on creating and implementing new bespoke commercial systems and processes.
3. Proven experience in managing and developing successful Commercial & Estimating teams. Ensure good working relationships with other Departments that deliver business goals and commercial objectives. Strong communication skills, both written and verbal are required along with good analytical skills.
4. Proven experience in the development and delivery of effective commercial and opportunity/risk strategies/plans, underpinned by robust governance arrangements.
5. Proven track record of development and delivery of effective commercial target operating model linked to sustainable business profitability and growth in line with business forecast/targets.
6. Strong knowledge of NEC contracts and common provisions of Framework Contracts. Good knowledge of construction-related contract law and supporting the Supply Management Team in ensuring NEC Sub-Contract arrangements when required using the NEC suite of Contract Documents.
7. Proven ability to prepare cost plans (that provide robust value for money outcomes), review contracts (identify onerous/unusual terms, insurance and/or obligations) and brief contract/commercial requirements to the Project Team.
8. Strong commercial (including negotiation), management skills, knowledge, and ability. Adept in implementing Commercial Trackers tailored to business goals, commercial objectives, contractor engagement in conjunction with the Supply Chain Management Team (including ensuring timely receipt of documentation), continuous improvement initiatives, and Construction Act/contractual payment timeframes.
