Our goal is to make clean power accessible, to accelerate the shift to zero carbon power and transport.
We’re building and operating the world’s most sophisticated battery systems to enable the uptake of more renewable power and accelerating fleet electrification, de-risking the transition to zero-emission transport at scale. We’ve been consistently innovative since we were founded in 2017, achieving major industry firsts and using proprietary software and data analysis to optimise operational performance for our customers. At the end of their life, we repurpose electric vehicle batteries to provide clean power at depots, on construction sites and film sets.
Today we have 730 MW of grid scale battery storage operational and under construction and are the largest owner and operator of EV buses in the UK, Australia and New Zealand, supporting over 1,000 electric vehicles worldwide. In our first five years we have raised nearly £1.8 billion in funding and have expanded into other markets such as the US. THE OPPORTUNITY
We are looking to recruit a Policy Analyst with experience in transport decarbonisation and a strong interest in energy policy. The ideal candidate will have a strong understanding of UK transport policy, particularly relating to fleet electrification and the broader transition to zero-emission mobility.
Additionally, they should possess knowledge of energy regulation and policy, particularly in relation to Battery Energy Storage Systems (BESS) and network infrastructure. Experience engaging with Government, transport authorities, industry bodies, and regulatory bodies such as Ofgem would be highly beneficial.
This role will be instrumental in advancing Zenobē’s transport and energy policy objectives, leveraging public affairs, advocacy, and stakeholder engagement to shape the regulatory and policy landscape. Reporting to the Policy & Public Affairs Lead, the successful candidate will work closely with both the EV and Network Infrastructure Business Development teams, ensuring that policy development supports grid-scale storage as well as electric fleet solutions.
Key responsibilities
1. Monitoring and analysing policy and regulatory developments.
2. Engaging with external stakeholders—including political decision-makers, civil servants, local and national organizations, trade associations, and consultants—and advocating for policy frameworks that enable the growth of both electric mobility and battery energy storage.
3. Supporting our work on accelerating the transition to Zero-Emission Buses (ZEBs) and the integration of Battery Energy Storage Systems (BESS), working closely with the Business Development teams.
4. Conducting research, analysis and modelling on the economic, social and environmental impacts of policy options which will be used to inform decision-making and support our leadership in both the transport and energy sectors.
5. Monitoring and evaluating policy effectiveness, identifying opportunities to enhance Zenobē’s market position and service offerings.
6. Engaging with local authorities, transport operators, government departments and industry bodies to advocate for Zenobē’s policies that support the adoption of electric fleet solutions and battery energy storage systems (BESS).
7. Representing Zenobē at industry forums, public consultations and working groups to enhance the company’s influence in shaping both transport and energy policy and regulation.
8. Providing and presenting evidence-based advice to policymakers and senior officials, including politicians, to reinforce Zenobē’s reputation as a leader in sustainable transport and clean energy.

Essential Skills & Experience
1. Strong background in policy analysis, transport planning, energy or clean-air policy.
2. Knowledge of transport models, regulatory frameworks, and public transport governance, with an understanding of how they relate to Zenobē’s business.
3. Experience in sustainability and decarbonisation strategies within the transport and/or energy sector.
4. Proven ability to conduct quantitative and qualitative research to support policy development and commercial strategy.
5. Excellent written and verbal communication skills, with experience producing high-quality reports and briefings for industry stakeholders.
6. Strong stakeholder engagement skills, with experience working with government bodies, transport authorities, and industry partners.
Desirable Skills & Experience
1. Experience working in the Department for Transport, Local Transport Authority, or a related trade association or advocacy organisation.
2. Strong connections across the transport sector, particularly within the bus industry.
3. Competency in European language(s) desirable.
