The City of Danbury is announcing an Open Competitive Exam for the position of Public Safety Technology Manager
Summary
The Public Safety Technology Manager for Information Technology Services is responsible for the hands-on administration & support of technology used in all Public Safety departments (Police, Fire, EMS). This includes dispatch systems, enterprise applications, server systems, rugged mobile computers in vehicles, network switch infrastructure, computers and cell phones/tablets.
The Public Safety Technology Manager for Information Technology Services will act as a hands-on technical resource and coordinator for infrastructure and application integration technical projects.
This position may manage subordinate IT support staff and contractors as required and assigned.
This position will provide on-call after-hours support for Public Safety departments as required.
This position works with the City’s IT Infrastructure team and escalates critical items to this team if assistance is needed.
Duties and Responsibilities
* Administration and hands-on support of the city’s public safety IT Infrastructure, including but not limited to:
* 911 Computer Aided Dispatch Systems
* enterprise application systems
* Server & Storage Area Network Systems.
* Network and VOIP Phone System Equipment/Software.
* Firewall Appliances
* Microsoft Active Directory System
* VMWARE Server Virtualization Systems
* Horizon View Virtual Desktop System
* Work on IT Projects assigned, supervising vendor resources as needed, keeping stakeholders and Director of Information Technology Services informed regularly of status.
* As needed, supervise Vendor resources in completion of IT Infrastructure support responsibilities.
* Conduct maintenance and repair on various IT Infrastructure systems, these may include: computer servers, computer network hardware systems, voice or data network communication systems, and information technology security systems/firewalls.
* Work with and supervise vendor partners/resources as needed to implement repairs.
* Work with the city’s IT Infrastructure Support team on deployment, programming adjustment, and integration of network and server systems, including: upgrades/adjustments to VMWARE server virtualization systems, computer file storage systems, firewall appliances, web filtering appliances, application hosting servers, and Microsoft Active Directory Domain Servers.
* Provide on-call 24/7 support as required
* Under general direction, design and implement short- and long-term strategic plans to ensure Public Safety Data Center and IT Infrastructure capacity meets existing and future requirements.
* Conduct research and make recommendations on products, services, protocols, and standards in support of the Public Safety IT Infrastructure.
* Test IT Infrastructure component performance and provide performance statistics and reports; develop strategies for maintaining and improving IT Infrastructure performance.
* Practice IT asset management, including maintenance of component inventory and related documentation.
* As needed provide detailed IT related training for Public Safety staff.
* Engage in General IT Support as needed.
Minimum Qualifications/Requirements
Education and Experience
Bachelor’s degree and 5+ years of work experience in the integration and support of IT Infrastructure Hardware & Software Systems in a Public Safety environment including: Computer Aided Dispatch System Upgrades, Servers, Storage Area Networks, Firewall Appliances, Network Switch Solutions, VMware Server Systems and Microsoft Windows Servers.
1. Must have experience with VMware, Microsoft Server and Microsoft Active Directory.
2. Must have experience with Dell or HPE Servers, Storage Area Networks.
3. Must have experience with 911 NEXGEN Computer Dispatch Systems
4. Must have experience with enterprise level application support
5. Professional Certifications for IT Support is a plus but not a requirement. (examples: CCNA, COMPTIA Network+)
Knowledge, Skill and Abilities
1. Ability to train end users on the use of IT systems.
2. Ability to coordinate application integration projects.
3. Ability to work with and manage vendor partners to accomplish integration or/and support of enterprise level application or infrastructure systems.
4. Highly proficient with Microsoft Office including advanced Excel functions such as macros and pivot tables.
5. Ability to provide general IT Support.
6. Strong oral and written communications skills.
7. Ability to work independently and as part of a team.
8. Strong analytical and troubleshooting skills.
9. Ability to balance and prioritize multiple demands and deadlines.
10. Excellent organizational skills and attention to detail.
11. Excellent communication skills; including the ability to communicate clearly and concisely across multiple audiences and partners, including the ability to explain analytical outcomes and technical roadblocks in business terms.
12. Ability to work well under pressure, with proven experience working on complex, international, large-scale, time-critical projects.
13. Ability to be flexible and versatile in nature, able to take on challenges while maintaining tact and professionalism.
Special Requirements:
Must be available to work on site, Full time
Be on the 24/7 on-call roster as a resource for Public Safety IT Infrastructure and Applications Systems support.
Supervision Required:
The Public Safety Technology Manager for Information Technology Services will be under the general supervision of the Director of Technology Services or their designee.

1. Application Review
The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their bi-weekly meetings following the closing date of the position.
If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified in writing.
2. Testing
Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process. Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts:

If an applicant fails the test, the applicant will be immediately eliminated from consideration for this hiring process.

3. The Eligibility List
A passing average score of “70” on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable seniority points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.
If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.
Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.
4. Additional Testing Requirements
Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.
