JOB TITLE: Risk Manager, Financial Promotions & CMA
Salary: £62,874 to £69,860
LOCATION(S): Bristol, Cardiff, Birmingham, Edinburgh, Leeds, Halifax
HOURS: Full time
WORKING PATTERN: Our work style is hybrid, which involves spending two days per week, or 40% of our time at one of our Risk Hubs.
About this opportunity:
We're on an exciting journey and there couldn't be a better time to join us. We're putting in place a fresh operating model for non-financial risk management across the Group, empowering our people to take end-to-end accountability for managing the risks that they face!
This means that across the Group, we're changing how we do risk management, and in the second line, we're creating a team of risk specialists, to provide support aligned to our risk and control owners to deliver great customer outcomes!
We're looking for an individual to join a second-line team of compliance risk specialists that will support the Group in adhering to regulatory requirements in relation to financial promotions, as well as a centre of excellence for compliance advice for Competition and Markets Authority rules and guidance.
Not only will you bring second-line compliance or legal experience, but we're looking for candidates who are innovative and transformational who love proactively working with the business (including the first-line financial promotions and CMA teams) to develop new opportunities to better meet customers' needs.
The perfect candidate will have second-line experience in both Financial Promotions and CMA; however, that perfect candidate may not exist, so if you have strong second-line compliance or legal experience in either Financial Promotions or CMA, then we would love to hear from you. Don't discount yourself if you don't meet all the criteria.
Key accountabilities:
* Responsible for defining, developing, and implementing a clear and comprehensive risk appetite that outlines risk tolerances and risk limits, defining guardrails and control objectives.
* Providing regulatory advice to first-line (particularly the first-line CMA and Financial Promotions teams) and supporting regulatory engagement.
* Change Oversight of material/significant projects and associated execution/delivery risks.
* Rectification/Remediation oversight - ensuring timely action taken to address control weaknesses and customer detriment.
* Staying abreast of external environment and regulatory developments and inputting to regulatory consultations, supporting first-line CMA and Financial Promotions teams to introduce vital changes.
* Continuously monitoring the risk landscape for changes to existing risks and identification of new, emerging risks.
What you'll need:
* Experience of working in a second-line compliance or legal environment.
* Knowledge of Financial Promotion rules, advertising standards, and the Consumer Duty Sourcebook with the ability to provide challenge and advice, presenting clear and practical examples of the application of these regulations in an increasingly digital and agile world.
* Knowledge of CMA rules and guidance, specifically around the Retail Banking Order, including interpretation and traceability, regulatory engagement, and delivery of compliance advice.
* Ability to act as one of the Group's specialist Conduct & Compliance Risk managers and represent the organisation, building relationships with external partners, particularly regulators and other governing bodies.
* Ability to demonstrate an understanding of RegTech and how to utilise technology and data-led solutions to deliver enhanced consumer outcomes.
* Knowledge of industry, consumer, and market developments, and ability to convert this knowledge into ideas and activities that support the development, ongoing maintenance, and embedding of the Financial Promotions & CMA standards and risk appetite.
And any experience of these would be really useful:
* Experience of supporting the development of group-level policy and setting risk appetite, with expertise in continuous monitoring and reporting on group exposure.
* Ability to ensure that risks are measured, monitored, controlled, and reported on a timely basis and consistently across the Group, with the ability to provide independent challenge to risk decisions.
* Experience of identifying Key Risk Indicators and Key Control Indicators to track progress and measure the performance of controls, providing appropriate reporting and escalation to senior management.
* Examples to show how they have helped the business to understand its compliance obligations, including successful oversight and challenge to ensure adherence to Compliance Risk Appetite.
* Good communication skills and the ability to influence.
* Risk & Control Self-Assessment (RCSA) system knowledge.
