Description Job Description Are you looking for an exciting role that will involve a variety of project management and policy development activities across a priority policy programme delivering Scotland’s first bond issuance? The Bonds team based within the Fiscal Strategy and Analysis division are recruiting a Project and Policy Manager for Scottish Government Bonds to lead the next stages of the progress towards an inaugural Scottish Government Bond issuance. This is a new role which will play a pivotal role in shaping the future of the Scottish Government Borrowing function under the Scottish Government’s fiscal framework. This role is multi-faceted, incorporating vital skills, you will be expected to be comfortable with complexity, uncertainty and delivering at pace. You will work with senior civil servants from across the organisation, and critical external stakeholders and partners to support the delivery of this work. Responsibilities Project management: actively support the delivery of the Bonds programme to develop outputs and report on governance matters to the Head of Borrowing and senior civil service. Policy development: Play an active role in developing the policy design and structure of the first Scottish Government Bond issuance. Support decision making, policy development, briefing and reporting on all aspects of Scottish Government borrowing. Manage the key arrangement of the governance arrangements for the Bonds Team, advising the Director of Exchequer Strategy and Chair of the Bonds board on agenda, action, risks and core project developments, as well as providing secretarial support. Highlighting risks and issues to delivery at an early stage, engaging with necessary expertise and stakeholders to ascertain appropriate means to mitigate and drive forward necessary actions. Stakeholder engagement: Manage and collaborate with internal and external stakeholders, taking account of their levels of influence and particular interests, actively seeking new opportunities for building new connections and strategic partnerships to support engagement with the policy. The successful candidate would be provided the option to study towards a professional level Project Management qualification, such as APM’s PMQ, PMI’s PMP and Axelos’ Prince 2.
