The Low Carbon Regulated Asset Base (RAB) team sits within the Infrastructure team and is a collection of high performing, collaborative and flexible staff, working across a number of new and exciting policy areas. Our work is highly varied, from advising the Department for Energy Security and Net Zero (DESNZ) and His Majesty's Treasury (HMT) on regulatory and strategic issues, developing new approaches to financing large scale energy investment, regulating new energy technologies and services, to developing policy crucial for meeting our decarbonisation goals. Some of the team's remit currently includes carbon capture and storage (CCS), new nuclear investment and hydrogen transport. Hydrogen can support the delivery of Net Zero, particularly in 'hard to electrify' industrial sectors, and also provide greener, flexible energy across power, transport and potentially heat. As the hydrogen economy expands, a network of pipelines will be needed to connect production with consumers. Ofgem (Hydrogen RAB team) is currently supporting Department for Energy Security and Net Zero in developing a business model to support the development of hydrogen transport infrastructure and could play a future role as the economic regulator that provides sufficient flexibility to allow the network to expand, whilst ensuring affordability and value for money for users. As part of a cooperative and interdependent team of policy, finance, engineering, legal and regulatory experts, new joiners to the team will have the opportunity to take responsibility for managing aspects of the programme and to undertake detailed development of core components of the regulatory regime for Ofgem's Low Carbon RAB work. Infrastructure The infrastructure group is at the forefront of this drive to deliver Net Zero. It is responsible for: designing the regulatory regimes for the next round of electricity and gas network price controls (RIIO3 and ED3), as well as operating the current RIIO2 and ED2 regimes designing new regulatory regimes for major projects including electricity interconnectors, offshore transmission, large electricity and gas network upgrades. the development and implementation of new regulatory regimes in low carbon technologies including nuclear power, hydrogen transport and carbon capture and storage. delivering the change needed to energy systems, wholesale markets and governance arrangements, including establishing the future system operator(s), network connections, charging and digitization. delivering strategic system planning to help ensure future gas and electricity networks develop to meet net zero targets. our in-house engineering capability to provide expert technical advice to policy teams. cyber security of the gas and electricity sectors to ensure resilient companies and networks and ongoing security of supply. Person specification Key Responsibilities You will be someone who: Has knowledge of different regulatory models such as cap and floor models, regulated asset base models, contracts for difference models and others relevant models. Leads the development - and have ownership - of policy thinking and delivery for the specific policy aspects of the Hydrogen RAB programme (in particular, the economic regulatory regime and interactions with the existing RIIO price control for gas transportation). For these aspects, this will include primary responsibility for senior management briefing materials, development of strong relationships with relevant parties, and strategic planning. Provides visible and effective leadership for the delivery of these regulatory workstreams, working directly and cooperatively with the Head of Hydrogen RAB, DESNZ, HMT, other workstream leads, and the PMO to champion and deliver successful and coordinated regulatory decisions and advice. Essential Criteria Extensive experience in a policy development role, showing a history of managing the input of relevant analytical, technical, and legal experts to present policy recommendations that highlight the risks, trade-offs, and wider commercial and economic considerations to decision makers (LEAD). Experience of analysing complex concepts and informing recommendations on policy or programme decisions as part of a policy and/or strategy development process, including identifying risks and their mitigations. Strong candidates will evidence particular capability in the fields of economic regulation, economic policy, economics or finance (LEAD). Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences, distilling complex subject matter into relevant messages for internal/ external stakeholders at a range of levels.
