UKAEA is leading the drive to put fusion energy on the grid, to give the world a new form of long-term, sustainable low-carbon electricity. At their sites at Culham, Oxfordshire and Rotherham, South Yorkshire, they have a rapidly growing workforce to fulfil their expanding programme of research, focused on delivering the UK's first fusion prototype power plant by 2040.
To provide support to Strategic Procurement Managers, Department Heads and Service Leads.
Deliver a range of value for money outcomes from delivering excellent procurement support across the organisation, providing advice, guidance and completion of high profile and complex procurements for the growing R&D portfolio and indirect categories within UKAEA.
Provide mentoring and development for members of the procurement team, supporting them in delivering a first-class procurement service to the organisation.
Ensure UKAEA is compliant with European Commission, regulatory framework and UK directives for procurement in the public sector.
Support the organisation in achievement of its own milestones, also impacting the achievement of Department of Energy Security and Net Zero (DESNZ) targets and milestones.
1. Co-ordination of Procurement support to enable delivery of major projects, delivering required support within the time parameters to meet project milestones and targets, collaborating with others to define the project scope considering Public Contract Regulations and related regulatory frameworks and legislation e.g., Intellectual Property and Export Controls.
2. Responsible for pre-qualifying contractors and subsequent interviewing tenderers, assessing tenders and negotiation of contracts through to contract award.
3. Managing, monitoring and controlling contractual progress of projects in terms of adherence to contract terms taking into account time, cost and quality
4. Identify opportunities for improvements and propose solutions to contribute continuous improvement within UKAEA. Make final recommendations for the development of new solutions using analytical and constructive thinking.
5. Assistance with creation, application, and implementation of procurement strategies for the Site
6. Provide commercial advice to line and senior management within UKAEA and to participate in specific initiatives where appropriate.
7. Understand, influence, drive and negotiate with internal and external customers, suppliers and colleagues.
8. To provide Procurement leadership in large or complex procurement projects
9. Ensure compliance with all UKAEA policies and procedures.
Qualifications and experience
10. MCIPS qualified
11. Experience of Public Sector Procurement and knowledge of over threshold tendering procedures (PCR2015)
12. A good technical appreciation of the range of procurement categories
13. Good procurement strategic knowledge and experience.
14. Excellent interpersonal skills
15. Ability to negotiate at the highest levels with suppliers.
16. Commercially astute and customer focused.
17. Excellent negotiation skills with some understanding of NEC form of Contract
18. Possess strong verbal and written communication skills with ability to influence at senior levels.
19. Be a good team player with ability to work effectively as part of the Group Procurement Team
