Principal Development Officer
Location: South West – Hybrid (2 Days p/w in office)
Contract: 4-months ongoing interim
Pay: Inside IR35 - Negotiable
An opportunity has arisen within the Major Projects Service at our client, a local authority in the South West. We are seeking a dynamic and experienced Principal Development Officer to facilitate the delivery of a range of Affordable Homes to meet the needs of the Councils residents.
Key Responsibilities
1. Facilitate and manage the development of new affordable housing schemes to address identified housing needs within Wiltshire.
2. Project manage the affordable housing programme to meet Wiltshire Council's annual target of 500 new homes, utilizing significant investment.
3. Lead inter-agency project teams and collaborate effectively with internal and external partner organizations from the voluntary, private, or public sectors.
4. Provide specialist and technical advice to the Head of Service, colleagues, and Members, including preparing and presenting reports to Area Boards.
5. Devise and implement a robust planning framework for securing affordable housing from new housing development, including writing planning policies and guidance.
6. Research and analyze changing housing markets, legislation, and management approaches affecting national and local housing policy, recommending changes to the Council's systems, policies, and practices.
7. Lead negotiations for affordable housing from private developers, prepare evidence for Planning Appeals and Public Inquiries, and ensure robust section106 agreements are in place.
Requirements
8. Degree in housing planning policy/surveying or a related discipline, or ability to demonstrate the skills required for working at the required level.
9. Full membership of the Chartered Institute of Housing, Royal Institute of Chartered Surveyors, Royal Town Planning Institute, or other related professional body.
10. Relevant professional experience in the delivery of affordable housing.
11. In-depth knowledge and understanding of housing, funding, and planning legislation and policy.
12. Detailed understanding of housing legislation and policy, particularly its application in the social housing sector, and the strategic role of local authorities.
13. Understanding of the delivery of housing-related support and cost models for residential developments.
