About the Opportunity
As a Procurement Manager for Jacobs supporting our Non-Nuclear Engineering Partnership (NNEP) framework with AWE, you will develop and enact the procurement strategy, ensuring that best value contracts are introduced and appropriately managed with high performing Supply Chain partners.
Leverage your passion and experience as you effectively and professionally conduct and coordinate procurement transactions associated with purchasing materials/equipment and/or subcontracting of services as required.
The candidate will be required to develop a close working relationship with the project and framework teams and Clients’ representatives and should be able to demonstrate suitable technical qualities for the role. The role will provide the opportunity for the engagement on multiple projects from tender preparation and negotiation right through to delivery and completion.
Key Responsibilities include:
1. Responsible for the end-to-end procurement process from development of the procurement strategy planning, setting of procurement requirements, issuing of tenders through to evaluation, selection & contract award and coordination of internal sign off and approval pre-award.
2. Development of the project or programme procurement strategy.
3. Development of optimum relationships with suppliers and stakeholders to ensure the smooth running of contracts for the delivery of materiel and services.
4. Provision of expert procurement advice and guidance to the business that will be central to developing and maintaining an effective Make vs Buy challenge.
5. Introduction of advantageous commercial arrangement and / or innovative contracting models that seek a partnership and collaborative approach with key supply chain partners.
6. Ensures an environment for continual improvement to ensure that the Supply Chain team provides a proactive, effective and efficient service to the business; identifying and challenging performance issues and non-compliance and driving out improvement actions / plans to address.
7. Undertake commercial activities related to make/buy decisions including preparation of the contract scope specification (noting that functional areas remain accountable for technical aspects of these decisions).
8. Efficient & effective day to day management of supply chain.

Here's What You'll Need:
9. Degree in a business, construction, supply chain, or operations management field, or equivalent project experience in lieu of degree.
10. Membership of a relevant professional body, for example MCIPS or MRICS.
11. Comprehensive understanding of UK Gov Public Procurement Policy.
12. Knowledge of principles, methods and practices related to procurement and supply chain management.
13. Knowledge of contractual terms and conditions, preferably NEC and experience of working with bespoke forms of contract.
14. Strong and successful track record in leading and execution of projects within defence, energy or construction environment.
15. Security Cleared or the ability to obtain the required level of clearance.
