Requirements
To develop and manage a high quality, efficient and effective Professional Quantity Surveying Service as directed by the Design and Construction Manager, all in accordance with the needs and priorities of the Council, relative to work commissions for internal and external Clients.
Responsibilities
To lead and develop the Quantity Surveying Group in all aspects of management delegated by the Design and Construction Manager, including staff resourcing, delegation of work and supervision of staff.
To perform all tasks relative to a Professional Quantity Surveyor and take responsibility for cost aspects of all Capital and Revenue projects for Council Departments and External Clients.
To ensure the timeous provision of appropriate information to the Design and Construction Manager, Clients and Members on matters of legitimate concern.
To co-ordinate ‘Best Value’ and Team Improvement Plan issues relating to the Quantity Surveying Group.
To assist with planning and programming of Capital and Revenue Works as requested, for all Clients.
To assist the Design & Construction Manager with provision of professional fee charging details to facilitate year end journal transfers from Client accounts by the Accountancy Section.
The Individual
Considerable post Chartered Surveyor experience in a Professional Quantity Surveying environment.
Degree level qualification in Quantity Surveying and/or Professional Associate of the RICS (past or present). Current membership of a recognised professional organisation is required.
Commitment to Continuing Professional Development.
Willingness to work in a demanding position where a flexible approach is required.
Ability to accept delegated responsibility.
Ability to organise and supervise work and staff.
Knowledge of policies, issues, procedures and practices, relating to the delivery of a multi-disciplinary Professional Property Service.
Good analytical and numerical skills.
Full driving licence and access to a vehicle.
Good communication skills (both oral and written).
Good negotiation skills.
Ability to relate well to Colleagues, Clients, Elected Members and the Public.
Knowledge of the Construction (Design and Management) Regulations.
