The Village of Glen Ellyn is a vibrant community with a population of just under 29,000 people in the far west suburbs of Chicago. Public Works has worked over the last couple of years to right size and reimagine positions to address workloads, the ever-changing work environment, and for succession planning. Those efforts continue with an addition of a second Assistant Public Works Director. As Public Works experiences added responsibilities and longer-term projects, the vision is to split the duties for the current APWD, into Operations and Internal Services. Operations would include the oversight of the Forestry, Streets, and Utilities (Water, Sanitary and Storm) divisions. Internal Services would focus on Administration, Equipment Services (Fleet), and various project work.
The position reports to the Public Works Director and as needed may serve as the Acting Director in their absence. Any candidate is expected to provide responsive, courteous, and efficient service to Village residents, contractors, and the public. The two APWD positions would at times work in unison and be expected to assist each other as needed.
ESSENTIAL FUNCTIONS:
* Participate in the development and implementation of Department goals, objectives, policies, and priorities.
* Establish within Department goals, policies, appropriate service and staffing levels for assigned functions and programs; allocate resources accordingly.
* Develop, organize, and maintain policies and procedures for all department programs and processes, including emergency management.
* Manage, direct, and organize the methods and procedures to measure and monitor departmental projects, programs and processes.
* Assist in the preparation and administration of department budget; prepare cost estimates for budget recommendations; submit justification for budget items; monitor and control expenditures.
* Assist in the development and management of work using asset management software/GIS.
* Assume management responsibility for Operations Division services and activities, including snow and ice removal. Experience and expertise in multiple aspects of operations is a plus and a desire to work routinely in all aspects is a must.
* Administer the safety program and standard operating procedures, including the creation, review, updating, and advancement of policies.
* Provide training and guidance toward the development of employees. Operations would have 3-4 direct reports and approximately 20 total reports.
* Represent Public Works to other Village departments, elected officials, outside agencies and the public; explain, justify, and defend programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
* Attend a variety of Board and Commission meetings; attend and participate in professional groups and committees.
* This position is an integral part of the Village’s management team and will be asked to participate in or lead special projects that further department goals or the Village’s strategic plan and goals.
QUALIFICATION REQUIREMENTS:
A minimum of a high school diploma or equivalent. Candidates with a bachelor’s degree or higher with a focus in civil engineering, business or public administration or related field encouraged to apply. Minimum of three (3) years’ experience of increasingly responsible experience in public works operations and maintenance including at least two (2) years of professional municipal program administration experience. A valid Illinois motor vehicle operator’s license, CDL ‘B’ preferred or ability to obtain one. Any combination of education and experience that provides the equivalent knowledge, skills, and abilities will be considered.
The Village is seeking candidates who are self-starters and possess the ability to communicate effectively with a variety of stakeholders, verbally and written. An ability to think quickly, maintain self-control, and adapt to stressful situations is essential. Excellent computer skills with experience using the Microsoft Suite of programs and a work/asset management system (Cartegraph/OpenGov a plus).
SALARY/BENEFITS:
This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. The expected starting pay for this position is +/-$130,000, depending on qualifications. Current salary range is $117,451 to $164,432.
The general work hours are M-F, 7 am-3:30 pm, with an expectation for after-hour response to emergencies and periodic need to attend various meetings.
